AFFORDABLE UNITS ADDED BETWEEN 1990 AND 1998 |

You wanted to know if the towns that were subject to the affordable housing land use appeals procedure in 1989 have added affordable units since then. You specifically wanted to know if the number of affordable units added in each town since 1990 equals 1% of its housing stock in 1998, the last year for which this data is available.
Table 1 shows the number of affordable units that were added since 1989 in each of the 142 towns that were initially subject to the act. These units include state and federally funded housing, single family homes financed with Connecticut Housing Finance Authority mortgages, and units subject to deeds restricting their sale or rental to low- and moderate-income people. The 1989 affordable unit tally did not include the latter.
As the table shows, seven towns became exempted from the act after the number of affordable units exceeded 10% of their respective housing stocks. In 52 towns (37%), the number of affordable units that were added during the period equals or exceeds 1% of their respective 1998 housing stocks. The number was less than 1% in 57 towns, while 26 towns experienced a net loss of affordable units.
Towns can obtain a one-year exemption from the act by creating enough affordable units to equal 1% of their housing stock. They must do this under the Connecticut Housing Partnership or the Regional Fair Housing Compact Pilot programs, and continue to participate in these programs after completing the units. The economic and community development commissioner must certify this and publish a notice to that effect in the Connecticut Law Journal (CGS 8-30g (g)).
