Dealer Conveyance Fees Charged By New and Used Car Dealers
PA 15-5 was enacted during the June 2015 special session of the Connecticut General Assembly and in part required that new and used car dealers submit certain information about the dealer conveyance fees they charged their customers on a one-time basis by November 1, 2015 to the PRI committee (Section 428).
The PRI committee was required to facilitate this dealer conveyance fee data collection by developing a data collection form/survey, distributing the survey, sending reminder notices, and reporting on the collected information to the Transportation Committee by January 15, 2016.
After PA 15-5 JSS passed on June 29, 2015, PRI staff developed a data collection form/survey and in mid-September 2015, on behalf of PRI, mailed data collection surveys to 2,542 new and used car dealers. Throughout the fall, PRI staff inputted data from the surveys returned by U.S. mail, fax, or e-mail, monitored the surveys submitted from dealers electronically, and answered questions from many new and used car dealers. When survey collection was complete, PRI staff analyzed the results and prepared the required report, which PRI submitted to the Transportation Committee on January 15, 2016.
