Higher Education Certificate Programs

This study will examine the effectiveness of postsecondary certificate programs in meeting workforce demands offered in four settings: 1) community-technical colleges; 2) Connecticut State University System; 3) Charter Oak State College; and 4) private occupational schools. A description of various certificate programs will be developed and alignment of relevant supply (i.e., certificate holders) and demand (job openings requiring the certificate) will be analyzed. The study will also compare Connecticut’s certificate completion rate to that of other states and examine reasons for any differences. 


The PRI committee approved the study topic at its April 17, 2014, meeting and the study scope on May 15, 2014. On October 1, 2014, committee staff presented an interim update to PRI, which was followed by an informational public hearing.

On Friday, December 19, 2014, PRI staff presented final study findings and proposed recommendations to the committee for its discussion and action. The committee approved the report and recommendations unanimously. The committee report is below.
