AN ACT CONCERNING THE SEXUAL ASSAULT OF A PERSON WHOSE ABILITY TO CONSENT IS SUBSTANTIALLY IMPAIRED DUE TO MENTAL DISABILITY.

To clarify that a person may be guilty of sexual assault if the victim's ability to consent is substantially impaired due to a mental disability and the actor knows or has reasonable cause to know that the ability of such victim to communicate lack of consent to such sexual contact is so impaired.
