AN ACT REVISING CERTAIN MOTOR VEHICLE LAWS.

To clarify the state's statutory authority relating to the Motor Carrier Safety Assistance Program (MCSAP); to provide for the department of motor vehicles' retention of a portion of the safety inspection fee in order to compensate the emissions contractor for performing inspections; to make technical changes to the new license endorsement system established by public act 93-341; to incorporate due process provisions in the safety inspection warning ticket statute; to amend provisions in the safety inspection warning ticket statute; to amend provisions concerning operation of a motor vehicle while under the influence of liquor or drugs in order to enable Connecticut to qualify for a substantial new federal grant program for alcohol and drug enforcement; to revise Connecticut's handicapped parking law in order to enable Connecticut to comply with federal regulations for uniform national standards and to streamline the procedure for issuing plates and placards; to revise provisions concerning maximum on-duty hours for drivers of commercial vehicles; and, to provide for a civil penalty for motor carriers who fail to adopt drug-testing programs for their drivers, as required by section 14-261b
