AN ACT CONCERNING THE APPOINTMENT AND POWERS OF CONSERVATORS AND SPECIAL LIMITED CONSERVATORS WITH RESPECT TO PSYCHIATRIC TREATMENT.

To (1) clarify the burden of proof with respect to (A) appointment of conservators and special limited conservators with specific authority to consent to a patient's psychiatric treatment, and (B) orders authorizing the administration of medication to certain patients, and (2) allow a special limited conservator to release a patient's medical records pursuant to an order by the Probate Court.
