AN ACT CONCERNING CIVIL PREPAREDNESS.

To allow the Emergency Management and Homeland Security Coordinating Council to meet quarterly rather than monthly, to allow the Governor to deploy resources pursuant to the Emergency Management Assistance Compact, to require towns to submit an emergency plan of operations to the Commissioner of Emergency Management and Homeland Security annually in order to receive state or federal benefits, and to require civil preparedness volunteers to take an annual loyalty oath.
