AN ACT CONCERNING EMERGENCY EXPENSE GRANT PROGRAMS AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION.

To provide one-time emergency expense grants to students' who experience unexpected financial hardships that impede such students ability to complete their degree.
