AN ACT CONCERNING THE ESTABLISHMENT OF EMERGENCY EXPENSE GRANT PROGRAMS AT PUBLIC INSTITUTIONS OF HIGHER EDUCATION.

To provide one-time emergency expense grants to students who experience unexpected financial hardships that impede such students' ability to complete their degree.
