AN ACT CONCERNING THE REGULATORY AUTHORITY OF THE DEPARTMENT OF ENVIRONMENTAL PROTECTION.

To give the Commissioner of Environmental Protection discretionary rather than mandatory regulatory authority over various provisions of titles 22a and 23, to permit the Department of Environmental Protection to issue use licenses on any property controlled by the department, to no longer require the department to monitor microwave radiation, to revise the definition of "affected unit", to add an exemption for cell phone towers, to delete the requirement for a special annual report under the Coastal Management Act, and to require the filing of a notice of certain coastal permits on municipal land records.
