To make certain revisions concerning the powers and procedures of the Judicial Branch, including appellate procedures, emergency powers of the Chief Justice and Chief Court Administrator, probation violations, diversionary programs, juvenile matters, victim services and courthouses, and to make certain revisions concerning the duties and responsibilities of the Criminal Justice Information System Governing Board and the executive director of the board.
