AN ACT CONCERNING THE PENALTY FOR POSSESSION OF DRUG PARAPHERNALIA OR SMALL AMOUNTS OF MARIJUANA.

To reflect the common court disposition of cases involving possession of drug paraphernalia or small amounts of marijuana, reduce labor and administrative costs for municipalities and the state and generate revenue in the form of fines for the General Fund by making such offenses punishable as violations.
