AN ACT CONCERNING AN ENTREPRENEUR LEARNER'S PERMIT PROGRAM.

To establish an Entrepreneur Learner's Permit program that provides permits to new entrepreneurs that, for two years from the issuance of such permit, waive any state or municipal filing, licensing or permitting fees associated with starting a new business.
