AN ACT CONCERNING THE MINIMUM BUDGET REQUIREMENT.

To extend certain provisions of the minimum budget requirement to the fiscal years ending June 30, 2020, and June 30, 2021, and to make revisions to the provisions of the minimum budget requirement by allowing towns to use a five-year look-back period for reductions in student enrollment and to permit towns to not include catastrophic insurance losses in the calculation of their budgeted appropriation for education.
