AN ACT MODIFYING ZERO-EMISSION ENERGY PROCUREMENT AUTHORITY.
To modify the Department of Energy and Environmental Protection's and the Public Utilities Regulatory Authority's zero-emission energy procurement authority to require that no contract may be approved at a rate higher than the wholesale rate.
