AN ACT CONCERNING THE PROOF OF OWNERSHIP FOR THE RELEASE OF A MOTOR VEHICLE THAT HAS BEEN TOWED.
To permit the owner of a towed vehicle to present the vehicle's certificate of title as proof of ownership in order to regain possession of such vehicle for the purpose of towing such vehicle to another location.
