AN ACT CONCERNING SERVICE CONTRACT AGREEMENTS AND A REASONABLE RATE OF RETURN FOR CONSUMERS.

To require consumer goods service contract providers to provide a reasonable rate of return or a credit to consumers that enter into a service contract agreement but (1) never use the services provided under such agreement, or (2) pay service fees that exceed the replacement cost of the consumer good covered by the service contract.
