AN ACT CONCERNING THE RENEWABLE PORTFOLIO STANDARD, THE PUBLIC UTILITIES REGULATORY AUTHORITY AND PUBLIC UTILITY AFFILIATE ENTITIES AND REQUIRING A STUDY OF THE ELECTRIC GRID OF THE STATE.
To (1) redefine "class I renewable energy source" to include any nuclear or hydropower energy source, (2) increase oversight of the Public Utilities Regulatory Authority, (3) require an audit of the Combined Public Benefits Charge and any program supported by such charge, (4) require functional and operational separation of unregulated or underregulated affiliates of public utilities, (5) impose revenue transfer caps, (6) require a line-item audit of large electricity generation facilities, and (7) require a comprehensive study of the viability of the electric grid in the state.
