AN ACT ESTABLISHING PROFICIENCY EXAMINATIONS AND A PUBLIC SCHOOL VOUCHER PROGRAM.
To (1) require administration of a grade-level proficiency examination as a condition to elevating a student to the next grade level or allowing a student to graduate, and (2) allow the parent or guardian of a student who attends a school in which less than sixty per cent of students pass such grade-level proficiency examinations to obtain a voucher to enroll such child in a public school within the same or adjoining school district.
