AN ACT CONCERNING TENANTS' RIGHTS.

To strengthen tenants' rights in the state by prohibiting landlords from harassing tenants, protecting tenant unions, requiring translation services for certain documents and communications, limiting the use of certain tenant screening materials and preventing lapse-of-time evictions where landlords have sought a rent increase exceeding fifteen per cent.
