AN ACT CONCERNING AUTHORIZATION OF BONDS OF THE STATE TO THE DEPARTMENT OF MENTAL HEALTH AND ADDICTION SERVICES FOR THE ESTABLISHMENT OF MENTAL HEALTH URGENT CARE CRISIS CENTERS.
