AN ACT CONCERNING CERTIFICATES OF NEED.

To (1) require certificate of need approval before breaking ground, (2) require the State of Connecticut Health and Educational Facilities Authority to review certain information before issuing certain bonds, (3) increase the application fee for certificates of need, and (4) require a study concerning certificates of need.
