AN ACT PROHIBITING CERTAIN POWER PURCHASE AGREEMENTS AND REQUIRING JOINT SOLICITATIONS FOR CERTAIN CLEAN ENERGY PROJECTS.

To (1) prohibit the Commissioner of Energy and Environmental Protection or any electric distribution company from entering into a power purchase agreement that provides for the purchase of electricity at a rate exceeding one hundred fifty per cent above the wholesale price of electricity, and (2) require the commissioner to solicit any clean energy project with a capacity exceeding twenty megawatts with two or more other states.
