AN ACT CONCERNING CERTIFICATES OF TITLE.
To (1) require an online used motor vehicle dealer licensed in another state to furnish at the time of delivery to the buyer a valid certificate of title, and (2) permit the Commissioner of Motor Vehicles to implement electronic certificates of title.
