AN ACT DEFINING CONNECTICUT INSTITUTION OF HIGHER EDUCATION AND OUT-OF-STATE INSTITUTION OF HIGHER EDUCATION FOR THE PURPOSES OF THE STATE AUTHORIZATION RECIPROCITY AGREEMENT.
