AN ACT CONCERNING THE AWARD OF DOUBLE OR TREBLE DAMAGES TO AN INJURED PARTY IN A CIVIL ACTION RESULTING FROM THE EVASION OF RESPONSIBILITY IN THE OPERATION OF ANY VEHICLE OR STREET RACING.
To permit an injured party to recover double or treble damages in civil actions for personal injury or property damage involving a person who evades responsibility in the operation of a vehicle or participates in street racing and thereby inhibits the ability of the injured party to identify such person and obtain insurance coverage for such injury or damage.
