AN ACT CONCERNING LIABILITY FOR PHYSICAL HARM CAUSED BY FIREARMS AND REQUIRING LIABILITY INSURANCE PRIOR TO THE PURCHASE OF A FIREARM.
To require people who own firearms to take responsibility for any accident or crime that is committed with such firearm and to encourage secure storage of firearms to avoid accidents or crimes committed by firearms.
