Sec. 2-123. Connecticut Competitiveness Council. Membership. Vacancies. Duties. Annual report. (a) There is established a Connecticut Competitiveness Council, which shall be part of the Legislative Department.
(b) The council shall consist of the following members:
(1) Two appointed by the speaker of the House of Representatives;
(2) Two appointed by the president pro tempore of the Senate;
(3) One appointed by the majority leader of the House of Representatives;
(4) One appointed by the majority leader of the Senate;
(5) One appointed by the minority leader of the House of Representatives;
(6) One appointed by the minority leader of the Senate; and
(7) Two appointed by the Governor.
(c) Any member of the council appointed under subdivision (1), (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member of the General Assembly.
(d) All initial appointments to the council shall be made not later than October 1, 2015. Any vacancy shall be filled by the appointing authority.
(e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the council from among the members of the council. Such chairpersons shall schedule the first meeting of the council, which shall be held not later than sixty days after October 1, 2015.
(f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding shall serve as administrative staff of the council.
(g) Appointed members of the council shall serve for four-year terms which shall commence October 1, 2015, except that members first appointed shall have the following terms: Members initially appointed by the Governor and members appointed by the majority leader of the House of Representatives and the minority leader of the House of Representatives shall serve a term of two years, and members appointed by the speaker of the House of Representatives, the president pro tempore of the Senate, the majority leader of the Senate and the minority leader of the Senate shall initially serve a term of four years. The appointing authority shall fill any vacancy by appointment for the unexpired portion of the term vacated.
(h) A majority of the council shall constitute a quorum for the transaction of any business.
(i) The members of the council shall serve without compensation, except for necessary expenses incurred in performing their duties.
(j) The council shall have the following powers and duties: (1) Encourage and assist private sector business growth in this state and evaluate and promote economic competitiveness as compared to other jurisdictions; (2) not later than January 31, 2017, and annually thereafter, develop a Connecticut Competitiveness Scorecard to provide a comprehensive statistical assessment of Connecticut's economic competitiveness performance; (3) outline the primary challenges to Connecticut's economic competitiveness and policy responses required to meet those challenges; (4) advise and assist the executive and legislative departments and the private sector on matters relating to economic competitiveness; (5) obtain from any executive department, board, commission or other agency of the state such assistance and data as necessary and available to carry out the purposes of this section; (6) accept any gift, donation or bequest for the purpose of performing the duties described in this section; and (7) perform such other acts as may be necessary and appropriate to carry out the duties described in this section.
(k) The council shall meet at least quarterly.
(l) Not later than January 31, 2017, and annually thereafter, the council shall submit a report, in accordance with the provisions of section 11-4a, to the Governor, the Commissioner of Economic and Community Development and the joint standing committees of the General Assembly having cognizance of matters relating to labor, commerce and finance, revenue and bonding on the competitiveness of the state's industry and economy which shall include, but need not be limited to, (1) the Connecticut Competitiveness Scorecard described in subdivision (2) of subsection (j) of this section, (2) the outline of primary challenges to Connecticut's economic competitiveness and policy responses required to meet those challenges described in subdivision (3) of subsection (j) of this section, and (3) recommendations for policy changes and amendments to the general statutes necessary to promote economic competitiveness.

Sec. 2-124. Commission on Economic Competitiveness. Membership. Vacancies. Duties. Annual report. (a) There is established a Commission on Economic Competitiveness to analyze the implications of state tax policy on state business and industry and to develop policies that promote economic growth. In addition, the commission shall: (1) Examine and report on the implications of the tax revisions set forth in public act 15-244* on state business and industry; (2) examine the needs of large and small state businesses and industries as relates to their ability to maintain economic competitiveness; and (3) offer legislative recommendations that promote the growth and prosperity of state business and industry, including, but not limited to, recommendations relating to state tax policy.
(b) The commission shall consist of the following members:
(1) Three appointed by the speaker of the House of Representatives, one of whom shall be an executive at a publicly traded corporation;
(2) Three appointed by the president pro tempore of the Senate, one of whom shall be an attorney;
(3) One appointed by the majority leader of the House of Representatives, who shall be a member of an employee advocacy group;
(4) One appointed by the majority leader of the Senate, who shall be an economist;
(5) One appointed by the minority leader of the House of Representatives, who shall be a representative of a major corporation that has its headquarters in the state;
(6) One appointed by the minority leader of the Senate, who shall be the owner of a small business based in the state;
(7) The Commissioner of Revenue Services, or the commissioner's designee;
(8) The Commissioner of Economic and Community Development, or the commissioner's designee;
(9) A representative of the Connecticut Business and Industry Association, who shall be appointed by the president of said association;
(10) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding or the chairpersons' or ranking members' designees;
(11) The chairpersons and ranking members of the joint standing committee of the General Assembly having cognizance of matters relating to commerce or the chairpersons' or ranking members' designees;
(12) One appointed by the Governor; and
(13) The chairperson of CTNext, or the chairperson's designee.
(c) Any member of the commission appointed under subdivision (1), (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member of the General Assembly.
(d) All appointments to the commission shall be made not later than August 1, 2015. Appointments shall be for two-year terms. Any vacancy shall be filled by the appointing authority.
(e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the commission from among the members of the commission. Such chairpersons shall schedule the first meeting of the commission, which shall be held not later than sixty days after June 30, 2015. Thereafter, the commission shall meet at such times as deemed necessary by the chairpersons or a majority of commission members.
(f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to finance shall serve as administrative staff of the commission.
(g) Not later than January 1, 2016, the commission shall submit a report on its findings and recommendations based on the examination conducted pursuant to subdivision (1) of subsection (a) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to finance and commerce, in accordance with the provisions of section 11-4a. Not later than January 1, 2017, and annually thereafter, the commission shall submit a report on its activities to the joint standing committees of the General Assembly having cognizance of matters relating to finance and commerce, in accordance with the provisions of section 11-4a.

Sec. 2-124a. Health data collaborative working group. Duties. Membership. Annual report. (a) The chairpersons of the Commission on Economic Competitiveness, established pursuant to section 2-124, shall appoint and convene a health data collaborative working group to examine and make recommendations regarding:
(1) Initiatives to support research and development for precision medicine and personalized health;
(2) Economic growth initiatives for businesses working in bioscience, biopharma, biotech, genomics, clinomics, epigenomics, pharmacogenomics, the microbiome field and related fields in the state;
(3) Health data access, privacy and security initiatives; and
(4) Advancements in health data and population health to promote efficient and innovative platforms for collecting health data in order to understand the interplay between genetic, behavioral and environmental factors in the incidence of disease or illness.
(b) Appointments to the working group pursuant to subsection (a) of this section shall include, but need not be limited to, the executive director of the Office of Health Strategy, or such executive director's designee, and representatives from the insurance industry, the health care industry, the Connecticut Education Network, broadband Internet service providers, the Connecticut Technology Council, the bioscience industry and public or private universities and research institutions. The working group shall also include the Consumer Counsel, or the Consumer Counsel's designee. All appointments to the working group shall be made not later than thirty days after June 30, 2017. Any member of the working group established pursuant to this section may be a member of the working group established pursuant to special act 16-20 or a member of the General Assembly or the Commission on Economic Competitiveness.
(c) The chairpersons of the Commission on Economic Competitiveness shall select the chairperson of the working group. The chairperson of the working group shall schedule the first meeting of the working group, which shall be held not later than sixty days after June 30, 2017.
(d) Not later than January 1, 2018, and annually thereafter, the working group shall submit a report on its findings and recommendations pursuant to subsection (a) of this section to the Commission on Economic Competitiveness and the joint standing committees of the General Assembly having cognizance of matters relating to commerce, public health and energy and technology, in accordance with the provisions of section 11-4a.
