"AN ACT CONCERNING THE DIVESTMENT OF STATE FUNDS INVESTED IN COMPANIES DOING BUSINESS IN VENEZUELA."

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage and applicable to any sale on and after said date) On and after the effective date of this section, no parcel of real property owned by a state employee, as defined in section 1-79 of the general statutes, may be sold to a state agency, as defined in section 1-79 of the general statutes, unless the Office of State Ethics has reviewed and approved such sale. The state agency that is a party to any such proposed sale shall submit notice of the proposed sale to the Office of State Ethics prior to any closing on such sale. The Office of State Ethics, after providing notice and an opportunity for public comment on any such proposed sale of not less than fifteen days, shall issue its decision to approve or disapprove such sale and send an electronic notice of decision to the state agency, except that if the state agency certifies an emergency need for the acquisition of the property, the office shall expedite its review of the sale and provide an opportunity for public comment of not less than seven days and issue a decision not less than fifteen days after receipt of the notice of sale. If the office fails to issue a decision not later than thirty days after receipt of the notice of sale, or in the case of an expedited review, fifteen days after receipt of the emergency certification, the office shall be deemed to have approved such sale. Any person aggrieved by the office's decision to disapprove such sale may appeal such decision to the Superior Court, in accordance with the provisions of section 4-183 of the general statutes."

This act shall take effect as follows and shall amend the following sections:
