"AN ACT CONCERNING REVISIONS TO CERTAIN ENVIRONMENTAL QUALITY AND CONSERVATION PROGRAMS OF THE DEPARTMENT OF ENERGY AND ENVIRONMENTAL PROTECTION."

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) Not later than July 1, 2018, the Commissioner of Agriculture shall convene and, as necessary to effectuate the required membership, select members for a working group to develop recommendations for legislation to: (1) Reduce the number of attacks by domestic animals that result in the death or serious injury of another animal or person, and (2) study the process for appealing animal control officer disposal orders while ensuring due process for animal owners. Such working group shall consist of the Commissioner of Agriculture, or the commissioner's designee, the State Veterinarian, a representative of the Office of the Attorney General, a representative of the Connecticut State Police, a representative of the Connecticut Municipal Animal Control Officers' Association, a representative of the American Society for the Prevention of Cruelty to Animals, two victims of dog attacks or their designees, a representative of the Humane Society of the United States, the chief elected officials of three municipalities, one of whom shall represent a municipality with a population of one hundred thousand or more persons, one of whom shall represent a municipality with a population between ten thousand and less than one hundred thousand persons, and one of whom shall represent a municipality with a population of less than ten thousand persons, a representative of Our Companions Animal Rescue, a representative of a municipal police department, a representative of a municipal fire department or ambulance department, a representative of the International Association of Animal Behavior Consultants and the owner of a dog for which an animal control officer has issued a disposal order. No member of such working group shall also serve as a member of an organization that has a primary purpose of conducting dog bite-related research. In undertaking its work, such working group shall hold at least two public forums. The commissioner shall submit the recommendations of such working group to the joint standing committee of the General Assembly having cognizance of matters relating to the environment on or before January 1, 2019."

This act shall take effect as follows and shall amend the following sections:
