"AN ACT CONCERNING COURT OPERATIONS."

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. Subsection (a) of section 51-199 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2018):

(a) The Supreme Court shall have final and conclusive jurisdiction of all matters brought before it according to law, and shall decide only the issues of law presented by the parties in such matters, except that the Supreme Court may notice jurisdictional issues at any time. The Supreme Court may carry into execution all its judgments and decrees and institute rules of practice and procedure as to matters before it.

Sec. 502. Subsection (a) of section 51-197a of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2018):

(a) Appeals from final judgments or actions of the Superior Court shall be taken to the Appellate Court in accordance with section 51-197c, except for small claims, which are not appealable, appeals within the jurisdiction of the Supreme Court as provided for in section 51-199, as amended by this act, appeals as provided for in sections 8-8 and 8-9, and except as otherwise provided by statute. The Appellate Court shall have jurisdiction to decide only the issues of law presented by the parties.

Sec. 503. Section 51-164s of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2018):

(a) The Superior Court shall be the sole court of original jurisdiction for all causes of action, except such actions over which the courts of probate have original jurisdiction, as provided by statute. The Superior Court shall have exclusive jurisdiction in cases at law and equity and in all criminal matters originating before it to determine credibility and find facts based upon the evidence submitted.

(b) All jurisdiction heretofore conferred upon and exercised by the Court of Common Pleas and the Juvenile Court prior to July 1, 1978 shall be transferred to the Superior Court on July 1, 1978."

This act shall take effect as follows and shall amend the following sections:
