The House of Representatives was called to order at 11:47 o'clock a.m., Representative Reyes of the 75th District in the Chair.

Prayer was offered by the guest Chaplain, Emily Luna of Manchester, Connecticut.

The following is the prayer:

Let us pray. Lord, bless us to do Your will for the good of the people of our State. Be with us in our deliberations so that we may come to consensus to meet the needs of our constituents. Amen.

APPROPRIATIONS

Proposed H.B. No. 5047 REP. REBIMBAS, 70th DIST. 'AN ACT INCREASING COPAYS UNDER STATE EMPLOYEE HEALTH CARE PLANS', to increase copays for all state employees by one per cent.

Proposed H.B. No. 5048 REP. REBIMBAS, 70th DIST. 'AN ACT CONCERNING A CAP ON STATE EDUCATIONAL REIMBURSEMENT FOR STATE EMPLOYEES', to cap educational reimbursements for state employees to an in-state university tuition level.

Proposed H.B. No. 5049 REP. CARPINO, 32nd DIST. 'AN ACT REDUCING THE SALARIES OF ALL ELECTED AND APPOINTED STATE OFFICIALS BY TEN PER CENT', to save money by reducing the salaries of state elected and appointed officials.

'AN ACT EXEMPTING PENSION INCOME AND SOCIAL SECURITY BENEFITS FROM THE PERSONAL INCOME TAX', to exempt from the personal income tax (1) pension income, effective from passage and in lieu of the phase-out, and (2) all Social Security benefits for all income levels.

GOVERNMENT ADMINISTRATION AND ELECTIONS

Proposed H.B. No. 5060 REP. CARPINO, 32nd DIST. 'AN ACT CONCERNING CITIZENS' ELECTION PROGRAM GRANTS', to (1) reduce by half the amounts of Citizens' Election Program grants, (2) prohibit consumer price index adjustments to such grants that increase such amounts and credit to the resources of the General Fund the amounts of such increases, and (3) prohibit payments of such grants to candidates unopposed in the general election campaign and credit to the General Fund the amounts of such prohibited payments.
