The Senate was called to order at 10: 42 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Marty Dunleavy of New Haven, Connecticut.

The following is the prayer:

Please grant our hearts grace as we come together for our deliberations. As we face many needs to address, give us prudence to be judicious.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

It is hereby moved that Senate Agenda Number 1, dated Monday, March 5, 2018, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

Barlow of Canton, Connecticut, to be a member of the Materials Innovation And Recycling Authority as a member who has extensive high-level experience in public or corporate finance or business or industry, to serve a term beginning immediately and ending June 30, 2020.

S. B. No. 407 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING RECANVASSES FOR THE MUNICIPAL OFFICE OF TOWN MEETING MEMBER IN CERTAIN MUNICIPALITIES', to require that recanvasses for the municipal office of town meeting member are only triggered when the difference between the two candidates receiving the highest number of votes is less than one-half of one per cent of the total number of votes.

S. B. No. 408 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT ENTERING CONNECTICUT INTO THE NATIONAL POPULAR COMPACT', to enter Connecticut into the Agreement Among the States to Elect the President by National Popular Vote, thereby committing the state's votes in the Electoral College to the presidential candidate that wins the popular vote nationally, regardless of whether such presidential candidate wins the popular vote within the state.

S. B. No. 409 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE PRIMARY DATE FOR OFFICES TO BE VOTED UPON AT CERTAIN MUNICIPAL ELECTIONS', to require, in municipalities that hold municipal elections on the Tuesday after the first Monday of November in the odd-numbered years, that any primary for any office to be voted upon at such election be held on the second Tuesday in August in such year.

S. B. No. 410 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CREATING EFFICIENCIES AND REDUCING CONFUSION IN STATUTES CONCERNING ELECTIONS', to (1) clarify dates certain after which new enrollees in a party may not be used in computing the number of signatures required on nominating petitions, (2) classify as "unassigned" the multiple votes an elector may cast on the ballot for cross-endorsed candidates, (3) require the Secretary of the State to publish and archive on the Internet any declaratory ruling or opinion issued by the Secretary on and after January 1, 2019, and (4) require selection of districts for audit to take place within seventy-two hours after an election or primary.

S. B. No. 411 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT EXTENDING THE HOURS OF ELECTION DAY REGISTRATION', to permit applicants in line for election day registration prior to eight o'clock p. m. to be admitted as electors and cast a vote in a regular election.

S. B. No. 412 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT ELIMINATING REGIONAL ELECTION MONITORS', to eliminate in each planning region the position and duties of regional election monitor.

S. B. No. 413 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE TOWN SCHOOL COMMITTEE IN THE TOWN OF BROOKLYN', to require that the election, number and term of members of the Brooklyn town school committee comply with the general statutes.

S. J. No. 31 (COMM) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'RESOLUTION PROPOSING A STATE CONSTITUTIONAL AMENDMENT TO ALLOW EARLY VOTING'

H. B. No. 5418 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT RESTORING ELECTORAL PRIVILEGES TO FELONY CONVICTS WHO ARE ON PAROLE', to restore the electoral privileges of convicted felons who have been released from confinement in a correctional institution but who may not have been discharged from parole.

H. B. No. 5419 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING CENTRAL COUNTING OF ABSENTEE BALLOTS', to require that absentee ballots cast at any election, primary or referendum in a municipality be counted at a central location unless the registrars of voters of such municipality agree to count such ballots at the respective polling places.

H. B. No. 5420 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT REQUIRING ADDITIONAL POLLING PLACES AT INSTITUTIONS OF HIGHER EDUCATION DURING STATE ELECTIONS', to require (1) any municipality containing an institution of higher education to establish a separate voting district containing such institution if such institution reports certain data to the United States Department of Education for the year prior to the election, and (2) the registrars of voters or the legislative body of such municipality, as the case may be, to provide a suitable polling place at or near such institution for which a separate voting district is established.

H. B. No. 5421 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT ADOPTING THE INTERSTATE COMPACT TO ELECT THE PRESIDENT OF THE UNITED STATES BY NATIONAL POPULAR VOTE', to enter Connecticut into the Agreement Among the States to Elect the President by National Popular Vote, thereby committing the state's votes in the Electoral College to the presidential candidate that wins the popular vote nationally, regardless of whether such presidential candidate wins the popular vote within the state.

H. B. No. 5422 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING VOTING RIGHTS AND PRIMARY DAY ELECTOR REGISTRATION', to apply to primaries the procedures at regular elections for elector registration, party enrollment and voting.

H. B. No. 5423 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING VACANCIES IN ENDORSEMENTS AND NOMINATIONS', to make earlier the deadlines for party committees to (1) fill vacancies in nomination or endorsement, and (2) certify such vacancy endorsements or certifications to the proper authority.

H. B. No. 5424 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING CERTAIN CANDIDATES FOR THE OFFICE OF REGISTRAR OF VOTERS AT REGULAR ELECTIONS', to permit a deputy registrar of voters, who is running for the office of registrar of voters, to perform his or her official duties in a polling place at a regular election.

H. B. No. 5425 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING REMOVAL FROM PARTY ENROLLMENT LISTS AND DENIAL OF PRIVILEGES', to eliminate the procedures whereby, at the discretion of certain members of a political party, (1) an enrolled member of such party is disaffiliated from such party, or (2) an unaffiliated registered voter or an enrolled member of another party is prevented from enrolling in such first party.

H. B. No. 5426 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING ELECTION DAY REGISTRATION LOCATIONS', to authorize the town clerk of a municipality to designate an election day registration location when the registrars of voters of such municipality fail to agree on such a location.
