The Senate was called to order at 11: 38 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

'AN ACT CONCERNING THE TRANSFER OF A CHILD CHARGED WITH CERTAIN OFFENSES TO THE CRIMINAL DOCKET AND THE GROUNDS FOR DETENTION OF AN ARRESTED CHILD', to change the minimum age of automatic transfer from the docket for juvenile matters to the criminal docket of the Superior Court to fourteen in instances where a child is charged with certain offenses, permit the court to transfer a child charged with certain offenses from the docket for juvenile matters to the criminal docket if the court finds that such transfer is in the best interests of the child or the public and to require the Court Support Services Division of the Judicial Branch to develop and implement a detention risk assessment instrument.

'AN ACT ESTABLISHING THE STATE OVERSIGHT COUNCIL ON CHILDREN AND FAMILIES', to establish the State Oversight Council on Children and Families in place of the State Advisory Council on Children and Families, and require the State Oversight Council on Children and Families to report annually to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and children.

S. B. No. 189 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING CHILDREN'S PROGRAMS', to direct the Commissioner of Children and Families to evaluate the efficacy of programs affecting children throughout the state.

S. B. No. 190 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT PROHIBITING FEMALE GENITAL MUTILATION', to prohibit the practice of female genital mutilation.

S. B. No. 191 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING CHILDREN IN THE TEMPORARY CUSTODY OF THE DEPARTMENT OF CHILDREN AND FAMILIES', to require the Commissioner of Children and Families to return a child removed from his or her home to such home if, within ninety-six hours of such removal, the Superior Court does not issue an order vesting the child's temporary care and custody in a suitable person or agency.

S. B. No. 200 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT REQUIRING LYME DISEASE TESTING IN CERTAIN CIRCUMSTANCES', to require that certain licensed health care providers administer or order tests for Lyme disease for individuals with idiopathic physical pain.

S. B. No. 201 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING MANDATED HEALTH BENEFIT REVIEW', to alter the manner in which the General Assembly enacts new mandated health benefits.

S. B. No. 202 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING MOTOR VEHICLE INSURANCE POLICY QUOTES', to require that insurance companies that issue, and insurance producers who represent insurance companies with respect to, private passenger motor vehicle liability insurance policies disclose the impact that an applicant's or insured's driving history has on the cost of such a policy when such company or producer issues a quote for the cost of coverage under such a policy.

S. B. No. 203 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING CONTINUING EDUCATION CREDITS', to specify that if the Insurance Commissioner adopts regulations requiring that insurance producers earn continuing education credits, the commissioner shall grant credit to each insurance producer who is an active member of a state-wide professional insurance producer association.

S. B. No. 204 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING SURETY BAIL BOND AGENTS', to (1) restrict how frequently the Insurance Commissioner may examine a surety bail bond agent's books and records, (2) impose automatic cancellation of a surety bail bond agent's license if such agent has not paid the annual examination fee by January thirty-first, (3) change the time of transfer of funds in the surety bail bond agent examination account from the close of the fiscal year to the end of the calendar year, and (4) authorize the commissioner to adopt regulations establishing continuing education requirements for surety bail bond agents.

S. B. No. 205 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING RESCISSION, CANCELLATION AND LIMITATION OF HEALTH INSURANCE COVERAGE', to alter when and how an insurer or health care center may rescind, cancel or limit health insurance coverage.

S. B. No. 206 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT AUTHORIZING PREGNANCY AS A QUALIFYING EVENT FOR SPECIAL ENROLLMENT PERIODS FOR CERTAIN INDIVIDUALS', to permit certain pregnant individuals to enroll in a health insurance policy or plan not later than thirty days after the individual's pregnancy has been certified by a licensed health care provider.

S. B. No. 207 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING REIMBURSEMENT OF DENTISTS THROUGH ELECTRONIC FUNDS TRANSFER OR VIRTUAL CREDIT CARD', to prohibit certain health carriers from requiring that a licensed dentist accept reimbursement for covered dental services by way of an electronic funds transfer or a virtual credit card.

S. B. No. 208 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING HEALTH INSURANCE COVERAGE OF ORALLY AND INTRAVENOUSLY ADMINISTERED MEDICATIONS', to require health insurance policies that provide coverage for prescription drugs to provide coverage for intravenously administered drugs on a basis no less favorable than orally administered drugs.

S. B. No. 209 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT REDUCING THE TIME FRAME FOR URGENT CARE ADVERSE DETERMINATION REVIEW REQUESTS', to decrease the time frame for certain adverse determination review requests from seventy-two hours to forty-eight hours.

S. B. No. 210 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING SURPRISE MEDICAL BILLS FOR LABORATORY SERVICES', to amend the statutory definition of "surprise billing" to include certain laboratory services.

'AN ACT CONCERNING THE BURDEN OF PROOF DURING ADVERSE DETERMINATION AND UTILIZATION REVIEWS', to require that health carriers bear the burden of proving that certain health care services under adverse determination or utilization review are not medically necessary.

S. B. No. 212 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT MANDATING HEALTH INSURANCE COVERAGE OF CERTAIN KNEE ASPIRATIONS', to require that certain individual and group health insurance policies cover certain knee aspirations for persons diagnosed with osteoarthritis.

HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT

S. B. No. 213 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING THE DEVELOPMENT OF PUBLIC-PRIVATE PARTNERSHIPS FOR APPRENTICESHIP AND WORK-BASED OPPORTUNITIES', to establish a quasi-public agency responsible for establishing public-private partnerships for apprenticeship and work-based opportunities.

S. B. No. 214 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING COMMUNITY COLLEGE CONSOLIDATION', to require the Board of Regents for Higher Education to obtain accreditation prior to consolidating any institution of higher education under its jurisdiction.

JUDICIARY

S. B. No. 215 (RAISED) JUDICIARY. 'AN ACT CONCERNING COURT OPERATIONS', to: (1) Remove obsolete language relating to the position of "executive secretary", (2) make a conforming change to public act 17-127, (3) ensure that a custody application is filed by a party who has standing to do so, (4) expedite the process by which one may seek restoration of his or her birth name or former name post judgment, (5) eliminate a reporting requirement relating to the duties of the Chief Family Support Magistrate, (6) remove certain infractions that do not need to be included in the statutory section relating to mail-in violations, (7) facilitate publication of Supreme and Appellate Court decisions in an electronic format, (8) allow for the termination of a bail bond for a young person who is admitted to a diversionary program related to a motor vehicle violation or alcohol-related offense, (9) enhance privacy protections for victims of sexual assault, (10) eliminate the need to send certain notices of pardon eligibility, (11) extend the reporting requirement relating to the "Civil Gideon" pilot program, and (12) expand eligibility for participation in the nonadversial dissolution of marriage process.

PUBLIC HEALTH

S. B. No. 216 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING THE PROPHYLACTIC TREATMENT OF MINORS FOR SEXUALLY TRANSMITTED DISEASES', to permit prophylactic treatment of minors for sexually transmitted diseases without the consent of a parent or guardian.

S. B. No. 217 (RAISED) PUBLIC HEALTH. 'AN ACT REQUIRING THE HEALTH INFORMATION TECHNOLOGY OFFICER TO ESTABLISH A WORKING GROUP TO EVALUATE ISSUES CONCERNING POLYPHARMACY AND MEDICATION RECONCILIATION', to require the Health Information Technology Officer to establish a working group concerning polypharmacy and medication reconciliation.

S. B. No. 218 (RAISED) PUBLIC HEALTH. 'AN ACT PROHIBITING INVOLUNTARY STERILIZATION OF PERSONS WITH DISABILITIES', to prohibit the involuntary sterilization of persons with disabilities.

S. B. No. 219 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING INDOOR TANNING', to raise the minimum age of persons allowed to use a tanning device at a tanning facility from seventeen to eighteen.

S. B. No. 220 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT PROHIBITING THE OPERATION OF GREYHOUND RACING IN THE STATE', to prohibit the operation of greyhound racing in the state.

S. B. No. 221 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT INCREASING THE FINE FOR FAILING TO MOVE OVER FOR AN EMERGENCY VEHICLE AND INJURING THE OPERATOR OF THE EMERGENCY VEHICLE', to increase the fine for failure to reduce speed and move over for an emergency vehicle that results in the injury of the operator of the emergency vehicle.

S. B. No. 222 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING THE APPOINTMENT OF A FIRE MARSHAL AND POLICE OFFICERS AT THE CONNECTICUT AIRPORT AUTHORITY', to allow: (1) The Commissioner of Administrative Services to designate a fire marshal for the Connecticut Airport Authority; and (2) the Commissioner of Emergency Services and Public Protection to designate police officers for the Connecticut Airport Authority.

VETERANS' AFFAIRS

S. B. No. 223 (RAISED) VETERANS' AFFAIRS. 'AN ACT ESTABLISHING A TRAINING PROGRAM FOR MENTAL HEALTH AND POST-TRAUMATIC STRESS DISORDER ISSUES IMPACTING VETERANS INVOLVED IN THE CRIMINAL JUSTICE SYSTEM', to require the Chief Court Administrator to establish a training program for judges regarding mental health and post-traumatic stress disorders affecting veterans involved in the criminal justice system.

S. B. No. 224 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING THE ORGANIZATION OF THE CONNECTICUT STATE GUARD', to clarify the Governor's authority with respect to the command and control of the Connecticut State Guard.

S. B. No. 225 (RAISED) VETERANS' AFFAIRS. 'AN ACT WAIVING FOR VETERANS CERTAIN FEES FOR PRESCRIBED MEDICAL MARIJUANA', to require the Commissioner of Consumer Protection to waive the registration and administration fees for veterans registered as qualifying patients for the palliative use of marijuana.

S. B. No. 226 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING STATE MILITARY UNIT BYLAWS', to (1) eliminate the requirement that each organization of the state armed forces adopt bylaws for its government, and (2) direct the Governor to configure and administer military units of the state organized militia consistent with National Guard and federal military units.

S. B. No. 227 (RAISED) VETERANS' AFFAIRS. 'AN ACT PROVIDING FOR DISCOUNTED FISHING LICENSES FOR CERTAIN VETERANS', to reduce by fifty per cent the fees charged to certain disabled veterans for sport fishing licenses, permits, tags or stamps.

S. B. No. 228 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING THE OBSERVANCE OF VETERANS' DAY', to prescribe certain programming for sessions of public schools held on Veterans' Day.

S. B. No. 229 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING MEMBERS OF THE ARMED FORCES AND CIVIL SERVICE EXAMINATIONS', to provide five bonus points on civil service examinations to any member of the armed forces who is in the final year of such member's enlistment contract with a branch of the armed forces.

S. B. No. 230 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING EMPLOYMENT APPLICATIONS OF MILITARY SPOUSES', to afford military spouses the opportunity to identify themselves as such on employment applications.

S. B. No. 231 (RAISED) VETERANS' AFFAIRS. 'AN ACT CONCERNING THE LEGISLATIVE COMMISSIONERS' RECOMMENDATIONS FOR TECHNICAL AND MINOR REVISIONS TO STATUTES CONCERNING MILITARY AND VETERANS' AFFAIRS', to make technical and minor revisions to statutes concerning military and veterans' affairs.

'AN ACT CONCERNING CONCUSSION EDUCATION FOR COACHES OF CERTAIN YOUTH ATHLETIC ACTIVITIES', to require youth coaches of youth athletic activities conducted on fields, courts and recreational areas owned, operated or managed by municipalities to annually view an informational video regarding concussions.

H. B. No. 5187 (RAISED) COMMITTEE ON CHILDREN. 'AN ACT CONCERNING THE DEPARTMENT OF CHILDREN AND FAMILIES', to direct the Commissioner of Children and Families to study policy and procedural issues within the department in order to increase the effectiveness of services provided to children within the department's care and custody.

'AN ACT ESTABLISHING A MORATORIUM ON THE USE OF RECYCLED TIRE RUBBER AT MUNICIPAL AND PUBLIC SCHOOL PLAYGROUNDS', to establish a moratorium on the installation of crumb rubber ground covers at municipal playgrounds and playgrounds under the jurisdiction of local or regional boards of education until the release of the Federal Research Action Plan on Recycled Tire Crumb Used on Playing Fields and Playgrounds.

'AN ACT EXTENDING THE REPORTING DEADLINE OF THE TASK FORCE TO STUDY VOLUNTARY ADMISSION TO THE DEPARTMENT OF CHILDREN AND FAMILIES', to extend the reporting deadline of the Task Force to Study Voluntary Admission to the Department of Children and Families.

H. B. No. 5195 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT. 'AN ACT CONCERNING STUDENT MEMBERSHIP ON THE BOARD OF TRUSTEES FOR THE UNIVERSITY OF CONNECTICUT', to add two additional student trustees to the Board of Trustees for The University of Connecticut.

H. B. No. 5197 (RAISED) HOUSING. 'AN ACT MAKING TECHNICAL CORRECTIONS TO A STATUTE CONCERNING CONGREGATE HOUSING', to make technical changes to a statute concerning congregate housing.

H. B. No. 5198 (RAISED) HOUSING. 'AN ACT REQUIRING STATE AND LOCAL AGENCIES AND UTILITIES TO ADOPT A HOUSING AFFORDABILITY IMPACT ANALYSIS', to require state agencies, local agencies and utility companies to produce a housing affordability impact analysis of any proposed regulation, restriction or requirement.

H. B. No. 5199 (RAISED) HOUSING. 'AN ACT ALLOWING CERTAIN MUNICIPALITIES TO CREATE PROPERTY TAX RELIEF PROGRAMS FOR GRADUATES OF CERTAIN EDUCATIONAL INSTITUTIONS LOCATED IN CONNECTICUT', to allow the eight municipalities with largest populations in this state to create a program providing property tax relief as an incentive for certain graduates to buy a first home in such municipalities.

H. B. No. 5201 (RAISED) HOUSING. 'AN ACT REQUIRING THE COMMISSIONER OF HOUSING TO MAKE RECOMMENDATIONS REGARDING CERTAIN STATE-FUNDED PUBLIC HOUSING PROJECTS', to improve certain state-funded public housing projects.

INSURANCE AND REAL ESTATE

H. B. No. 5202 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING LICENSURE OF REAL ESTATE BROKERS AND SALESPERSONS', to enable persons to satisfy the education requirements applicable to real estate brokers and salespersons through an online course of study.

H. B. No. 5203 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING ELECTRONIC PROOF OF AUTOMOBILE INSURANCE IDENTIFICATION CARDS', to permit automobile insurance identification cards to be provided electronically for motor vehicle traffic stops and registration of motor vehicles with the Department of Motor Vehicles.

H. B. No. 5204 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING LAW AND ORDINANCE COVERAGE', to modify the "Standard Fire Insurance Policy of the State of Connecticut" to require an allowance for the cost to repair or replace a covered building in accordance with applicable ordinances and laws, provided such allowance shall not exceed ten per cent of the cost of the covered building.

H. B. No. 5205 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING THE CONNECTICUT LIFE AND HEALTH INSURANCE GUARANTY ASSOCIATION', to (1) incorporate revisions made by the National Association of Insurance Commissioners to its Life and Health Insurance Guaranty Association Model Act into the Connecticut Life and Health Insurance Guaranty Association Act, and (2) make other changes to the Connecticut Life and Health Insurance Guaranty Association Act.

H. B. No. 5222 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING ACCESS TO INFORMATION FOR SEXUAL ASSAULT VICTIMS', to examine ways to provide victims of sexual assault with information related to their sexual assault evidence collection kits.

H. B. No. 5223 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING PURSUITS BY POLICE OFFICERS', to (1) permit a police officer to initiate or engage in a pursuit in an authorized motor vehicle only when the driver or occupant of the fleeing vehicle is suspected of the commission of a serious felony offense, (2) require organized local police departments to adhere to the state-wide policy for pursuits by police officers, (3) require the chief of police or Commissioner of Emergency Services and Public Protection, as the case may be, to submit a report when a pursuit by a police officer results in the serious physical injury or death of another person, and (4) increase the penalty for increasing the speed of a motor vehicle in an attempt to escape or elude a police officer from a class A misdemeanor to a class E felony.

H. B. No. 5224 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT REQUIRING CARBON MONOXIDE DETECTION AND WARNING EQUIPMENT ON A MOTORBOAT WITH AN ENCLOSED ACCOMMODATION COMPARTMENT', to prohibit the operation of a motorboat with an enclosed accommodation compartment that is not equipped with marine carbon monoxide detection and warning equipment.

'AN ACT CONCERNING MILITARY DEPARTMENT VOLUNTEERS', to expand (1) eligibility for receipt of voluntary services under the Military Department's volunteer service program, (2) the scope of such voluntary services provided to recipients, and (3) the duties of the program coordinator.
