JOURNAL OF THE SENATE

The Senate was called to order at 12: 00 p. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Carmela Balducci of Deep River, Connecticut.

The following is the prayer:

Grant our Legislators the ability to be of reasonable mind, to form a right conscience so that all their judgments will benefit our State's welfare.

Pursuant to Senate Rule 9(f) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Republican Leader.

It is hereby moved that Senate Agenda Number 1, dated Tuesday, February 20, 2018, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

JUDICIARY

Proposed S. B. No. 174 SEN. WINFIELD, 10th DIST. 'AN ACT CONCERNING THE EXPANSION OF A PROGRAM FOR OPIOID TREATMENT TO ALL OF THE STATE'S CORRECTIONAL FACILITIES', to expand the existing Department of Correction opioid treatment program in order to combat the opioid crisis.

APPROPRIATIONS

Proposed H. B. No. 5164 REP. OHLER, 64th DIST. 'AN ACT CONCERNING FUNDING FOR THE COMMUNITY INVESTMENT ACCOUNT', to eliminate a sweep of five million dollars from the community investment account into the General Fund.

FINANCE, REVENUE AND BONDING

Proposed H. B. No. 5165 REP. REED, 102nd DIST. 'AN ACT ELIMINATING DIVERSIONS OF ELECTRIC RATEPAYER FUNDS', to eliminate diversions of electric ratepayer funds.

PUBLIC SAFETY AND SECURITY

Proposed H. B. No. 5166 REP. WALKER, 93rd DIST. ; REP. HENNESSY, 127th DIST. ; REP. CANDELARIA, 95th DIST. ; REP. PAOLILLO, 97th DIST. ; REP. ROSARIO, 128th DIST. ; REP. PORTER, 94th DIST. ; REP. LEMAR, 96th DIST. 'AN ACT CONCERNING THE APPLICATION FEE FOR BIDDERS ON A REQUEST FOR PROPOSALS FOR A CASINO GAMING FACILITY', to require any bidder on a request for proposals for a casino gaming facility to pay a five-million-dollar-application fee in the fiscal year ending June 30, 2019.
