The Senate was called to order at 10: 50 a. m. in accordance with the provisions of Senate Rule 9(f), and under the authority of the President Pro Tempore and the Senate Republican Leader.

The prayer was offered by Acting Chaplain, Kathy Zabel of Burlington, Connecticut.

'AN ACT EXEMPTING MOTOR VEHICLES FIVE OR LESS MODEL YEARS OF AGE FROM EMISSION INSPECTIONS AND ELIMINATING THE ADDITIONAL FEE CHARGED FOR THE REGISTRATION OF NEW MOTOR VEHICLES THAT ARE EXEMPT FROM EMISSION INSPECTIONS', to exempt motor vehicles five or less model years of age, instead of four or less model years of age, from emission inspections and to eliminate the additional registration fee charged for new motor vehicles that are exempt from emission inspections.
