The House of Representatives was called to order at 11:42 o'clock a.m., Representative Mushinsky of the 85th District in the Chair.

Prayer was offered by the guest Chaplain, Phyllis Winkler of Vernon, Connecticut.

The following is the prayer:

Let us pray. Lord, as we join together today, we ask for Your divine guidance in handling the matters placed before us. May the decisions we reach benefit the common good of all our citizens. Amen.
