The House of Representatives was called to order at 11:56 o'clock a.m., Representative Conley of the 40th District in the Chair.

Prayer was offered by the guest Chaplain, Emily Luna of Manchester, Connecticut.

H.B. No. 5009 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT EXEMPTING CAR WASH SERVICES FROM THE SALES TAX', to exempt car wash services from the sales tax.

H.B. No. 5028 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT REQUIRING AN ANALYSIS OF THE ADMINISTRATIVE COSTS OF COLLECTING STATE TAXES', to require the Secretary of the Office of Policy and Management to analyze the administrative costs of collecting state taxes and make recommendations for the elimination of any state tax for which the administrative costs for collection are greater than the revenue such tax generates.

H.B. No. 5133 (COMM) FINANCE, REVENUE AND BONDING. 'AN ACT ESTABLISHING A TAX CREDIT FOR CERTAIN EMPLOYERS MAKING EDUCATION LOAN PAYMENTS FOR EMPLOYEES', to establish a credit for certain employers that make educational loan payments for employees.
