'AN ACT CONCERNING REVISIONS TO THE STUDENT DATA PRIVACY ACT', to create a uniform student data privacy terms-of-service agreement addendum for use in contracts, to require a one-time annual notice relating to contracts entered into by the board of education, to require the Department of Education to provide written guidance on the laws relating to student data privacy, to authorize the retention of student records required by state and federal law and for purposes of disaster recovery systems, to allow the use of certain web sites and mobile applications that do not comply with the law if specified in a child's IEP, and to add the executive director of the Connecticut Association of Schools to the membership of the student data privacy task force.

H.B. No. 5445 (RAISED) EDUCATION. 'AN ACT CONCERNING ALTERNATIVE EDUCATIONAL OPPORTUNITIES FOR EXPELLED STUDENTS', to require the State Board of Education to revise its standards for the provision of alternative educational opportunities to expelled students.

H.B. No. 5446 (RAISED) EDUCATION. 'AN ACT CONCERNING MINOR REVISIONS TO THE EDUCATION STATUTES', to make minor revisions to the education statutes.

H.B. No. 5447 (RAISED) EDUCATION. 'AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE AUDITORS OF PUBLIC ACCOUNTS CONCERNING PRIVATE PROVIDERS OF SPECIAL EDUCATION', to require that boards of education enter into contracts with private providers of special education and to clarify that individualized education programs are not considered contracts, and to require the Commissioner of Education to establish a rates schedule for the provision of special education by private providers of special education services.

H.B. No. 5448 (RAISED) EDUCATION. 'AN ACT CONCERNING THE ALIGNMENT OF EDUCATION AND WORKFORCE NEEDS', to require the Department of Education, in consultation with the Office of Higher Education and the Labor Department, to study ways in which to align curriculums and educational opportunities to meet the workforce needs of businesses and industries in the state.

H.B. No. 5449 (RAISED) EDUCATION. 'AN ACT CONCERNING THE ALIGNMENT AND MERGING OF EARLY CARE AND EDUCATION PROGRAM FUNDING STREAMS, ELIGIBILITY, RATES AND POLICIES', to authorize the Commissioner of Early Childhood to retain up to two per cent of certain appropriations for the purpose of evaluating and improving child care programs, to revise state law to be in compliance with federal law, to authorize the commissioner to review and establish rates for school readiness programs, and to expand the use of unexpended school readiness funds to assist in services for children transitioning into preschool and from preschool to kindergarten.

H.B. No. 5450 (RAISED) EDUCATION. 'AN ACT CONCERNING THE STAFF QUALIFICATIONS REQUIREMENT FOR EARLY CHILDHOOD EDUCATION', to revise the staff qualifications requirement for early childhood educators to require that all such educators hold at least an associate degree by July 1, 2020.

H.B. No. 5451 (RAISED) EDUCATION. 'AN ACT CONCERNING FUNDING FOR REGIONAL AGRICULTURAL SCIENCE AND TECHNOLOGY EDUCATION CENTERS', to increase the funding level for vocational agricultural programs to align with that of other school choice programs.

H.B. No. 5452 (RAISED) EDUCATION. 'AN ACT CONCERNING THE RECOMMENDATIONS OF THE TASK FORCE ON LIFE-THREATENING FOOD ALLERGIES IN SCHOOLS', to implement the recommendations of the task force on life-threatening food allergies in schools.

H.B. No. 5455 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING THE STATE WATER PLAN', to require the updating of the state water plan every five years.

H.B. No. 5456 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING LOCAL REPRESENTATION ON THE CONNECTICUT SITING COUNCIL AND THE LANGUAGE OF PROPERTY OWNER NOTICES FOR CERTAIN FACILITY APPLICATIONS', to require a municipal representative be appointed for each application before the Connecticut Siting Council concerning an electric distribution company and to require certain Siting Council proceeding notices to abutting property owners to be written in layman's terms.

H.B. No. 5457 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING BOTTLE REDEMPTION CENTERS', to increase the handling fee paid to redemption centers.


H.B. No. 5458 (RAISED) GENERAL LAW. 'AN ACT CONCERNING THE REGULATION OF THE RETAIL SALE OF MARIJUANA', to regulate the retail sale, personal growth and recreational use of marijuana by persons twenty-one years of age or older.


H.B. No. 5459 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING ELECTIONS AND REFERENDA', to (1) provide that, subject to certain restrictions on electioneering, members of the public may utilize restrooms in the building where a polling place is located, and (2) make technical and conforming changes to statutes concerning elections and referenda.


H.B. No. 5460 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING MINIMUM EMPLOYEE WAGES FOR PROVIDERS OF STATE-CONTRACTED HUMAN SERVICES', to require providers of state-contracted human services to pay employees a minimum of fifteen dollars an hour within available state appropriations.

H.B. No. 5461 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING FUNDING FOR NUTRITION PROGRAMS FOR ELDERLY PERSONS', to increase the rate of reimbursement for meals on wheels offered through the Connecticut home-care program for the elderly by ten per cent and require a study of cost savings that may be realized by consolidating the administration of funding for nutrition programs for elderly persons under the Department of Rehabilitation Services.

H.B. No. 5462 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING TRANSITION SERVICES FOR SPECIAL EDUCATION STUDENTS', to require transition services for special education students who are fourteen to twenty-two years of age and to provide a written bill of rights to parents of special education students at an initial planning and placement team meeting.

H.B. No. 5463 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING A MEDICAID PUBLIC OPTION', to establish a Medicaid public option in which persons not otherwise eligible for Medicaid can buy coverage.

H.B. No. 5464 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING NURSING HOME SERVICES', to require the Commissioner of Social Services to study whether nursing homes are meeting the need for long-term institutional care.


H.B. No. 5465 (RAISED) JUDICIARY. 'AN ACT CONCERNING GOOD TIME CREDITS', to prohibit persons who were sentenced prior to the abolishment of good time credits from continuing to collect such credits.

H.B. No. 5466 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE PROTECTION OF CHILDREN', to require any conviction for risk of injury to a child to carry a minimum consecutive thirty-day term of imprisonment.

H.B. No. 5467 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE RETENTION OF ELECTRONIC SURVEILLANCE RECORDINGS IN CERTAIN PREMISES LIABILITY MATTERS', to establish parameters for the retention and use of electronic surveillance recordings in certain premises liability matters.

H.B. No. 5468 (RAISED) JUDICIARY. 'AN ACT CONCERNING TRAINING OF EMPLOYEES OF MASSAGE PARLORS AND MASSAGE THERAPISTS TO RECOGNIZE VICTIMS OF HUMAN TRAFFICKING', to require training for massage parlor and massage therapy employees to recognize victims of human trafficking.

H.B. No. 5473 (RAISED) JUDICIARY. 'AN ACT CONCERNING CAPTIVE AUDIENCE MEETINGS', to prohibit an employer from coercing employees into attending or participating in meetings sponsored by the employer concerning the employer's views on political or religious matters.

'AN ACT CONCERNING AN ACCIDENT REPORT FOR A MOTOR VEHICLE ACCIDENT IN WHICH A PERSON WAS KILLED', to provide that an investigation of an accident report completed with respect to a motor vehicle accident in which any person was killed shall reach a conclusion as to the cause of the accident, or be referred to the state's attorney who may refer the case to the State Police for further investigation.

H.B. No. 5475 (RAISED) JUDICIARY. 'AN ACT CONCERNING VIEWING OF BODY CAMERA FOOTAGE DURING AN INVESTIGATION', to amend statutory provisions concerning a police officer's viewing of a recording from body-worn recording equipment under certain circumstances.

H.B. No. 5476 (RAISED) JUDICIARY. 'AN ACT INCREASING COPAYMENTS FOR CERTAIN HEALTH CARE SERVICES PROVIDED TO UNINSURED INMATES', to increase the required copayments for certain health care services provided to uninsured inmates.

H.B. No. 5477 (RAISED) JUDICIARY. 'AN ACT CONCERNING STATE V. MCCAHILL', to address a constitutional issue raised in State v. McCahill concerning an amendment from public act 00-200.


H.B. No. 5478 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING TECHNICAL AND MINOR CHANGES TO THE LABOR DEPARTMENT STATUTES', to implement the recommendations of the Labor Department and to make technical and minor changes to the labor statutes.

H.B. No. 5479 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT ELIMINATING OVERTIME FROM STATE EMPLOYEE PENSION CALCULATIONS FOR CERTAIN EMPLOYEES', to exclude overtime payments when calculating a state employee's retirement income.

'AN ACT CONCERNING THE RECOMMENDATIONS OF THE FAIR HOUSING WORKING GROUP', to implement minor and technical revisions to zoning statutes, require that municipalities demonstrate compliance with certain zoning regulation requirements, implement certain zoning requirements regarding affordable housing, and establish a transit-oriented development planning task force.

H.B. No. 5483 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT AUTHORIZING A STUDY OF THE CREATION OF A LAND BANK AUTHORITY', to require the Secretary of the Office of Policy and Management to conduct a study regarding the creation of a land bank authority.

H.B. No. 5484 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING SHARED RENEWABLE ENERGY FACILITIES', to permit electric suppliers to bill for all components of electric service, permit electric suppliers to contract with subscribers for subscriptions to supplier clean energy facilities, and require electric distribution companies to establish smart thermostat installation plans.

H.B. No. 5485 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING ELECTRIC BICYCLES AND URBAN TRAFFIC SAFETY', to: Define and regulate electric bicycles; permit vehicles to turn left at a red signal under certain circumstances; permit municipal parking authorities to create or establish commuter lot networks, transit systems, bicycle share systems and motor vehicle share systems; permit traffic authorities to post certain signage; and lower the threshold to block re-registration of a passenger motor vehicle due to unpaid parking violations.


H.B. No. 5487 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE CONTINUANCE OF A NONCONFORMING USE, BUILDING OR STRUCTURE', to prohibit municipal zoning commissions from requiring a special permit or special exception for the continuance of a use, building or structure made nonconforming by new zoning regulations.

H.B. No. 5488 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING TRANSIT-ORIENTED DEVELOPMENT', to require the Secretary of the Office of Policy and Management to conduct a study regarding a transit-oriented development plan.


H.B. No. 5489 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING REPLACEMENT OF SERVICE LINES BY A WATER COMPANY AND WATER TESTING', to protect the quality of drinking water and eliminate onerous duplication of water testing.


H.B. No. 5490 (RAISED) BANKING. 'AN ACT CONCERNING CONSUMER CREDIT LICENSES', to (1) centralize certain Banking Commissioner authorities existing in mortgage and nonmortgage licensing provisions, (2) make such authorities applicable to mortgage and nonmortgage entities that obtain licenses through the Nationwide Multistate Licensing System and Registry, and (3) reduce redundancy in the banking statutes.

H.B. No. 5491 (RAISED) BANKING. 'AN ACT CONCERNING THE AMOUNT OF MONEY FINANCIAL INSTITUTIONS MUST LEAVE IN A JUDGMENT DEBTOR'S ACCOUNT DURING A BANK ACCOUNT EXECUTION', to require financial institutions to leave the lesser of the account balance or one thousand dollars in a judgment debtor's account during a bank execution.

H.B. No. 5492 (RAISED) BANKING. 'AN ACT CONCERNING CONSUMER CREDIT REPORTS, CREDIT RATING AGENCIES AND CERTAIN EMPLOYER CREDIT INQUIRIES', to (1) prohibit credit rating agencies from charging consumers a fee to place or remove a security freeze from the consumer's account, (2) require credit rating agencies to notify other credit rating agencies of a consumer's request to place or remove a security freeze from such consumer's account, (3) restrict credit rating agencies from requiring consumer's to enter into certain agreements as a condition for placing a security freeze on such consumer's account, (4) prohibit certain employer credit inquiries, and (5) require the Banking Commissioner to adopt certain regulations concerning credit rating agencies.

H.B. No. 5493 (RAISED) BANKING. 'AN ACT CONCERNING A STUDY OF RESIDENTIAL PROPERTY ASSESSED CLEAN ENERGY', to require the Banking Commissioner to submit a report concerning the feasibility of establishing a residential property assessed clean energy program in this state.

H.B. No. 5494 (RAISED) BANKING. 'AN ACT REQUIRING THE STATE TREASURER TO REPORT ON THE EFFECT OF FEDERAL TAX REFORM ON THE CONNECTICUT HIGHER EDUCATION TRUST', to require the State Treasurer to report on the effect of federal tax reform on the Connecticut Higher Education Trust.

H.B. No. 5495 (RAISED) BANKING. 'AN ACT REMOVING THE SUNSET DATE FOR THE FORECLOSURE MEDIATION PROGRAM', to make the foreclosure mediation program permanent.

H.B. No. 5496 (RAISED) BANKING. 'AN ACT CONCERNING THE UNIFORM REGULATION OF VIRTUAL-CURRENCY BUSINESSES', to regulate businesses that conduct virtual-currency business activity.

H.B. No. 5497 (RAISED) BANKING. 'AN ACT PROHIBITING CERTAIN EMPLOYERS IN THE SECURITIES INDUSTRY FROM REQUIRING EMPLOYEES TO ENTER INTO NONCOMPETE AGREEMENTS', to prevent employers in the securities industry from requiring employees to enter into noncompete agreements.

H.B. No. 5498 (RAISED) BANKING. 'AN ACT MAKING CERTAIN EDUCATIONAL INSTITUTIONS INELIGIBLE FOR PUBLIC FUNDS AND LICENSURE OR ACCREDITATION', to prevent educational institutions that require students to waive certain rights from receiving public funds or licensure or accreditation from the Office of Higher Education.

H.B. No. 5499 (RAISED) BANKING. 'AN ACT CONCERNING METHODS TO REQUIRE SALES FINANCE COMPANIES TO ACQUIRE AND MAINTAIN CERTAIN RECORDS', to require the Banking Commissioner to submit a report concerning methods to require sales finance companies to acquire and maintain certain records.

'AN ACT ESTABLISHING THE CONNECTICUT INFRASTRUCTURE BANK', to establish the Connecticut Infrastructure Bank to encourage the improvement of infrastructure in the state by providing loans and other financial assistance to public and private entities for infrastructure projects.

'AN ACT CONCERNING CONNECTICUT CREDIT UNION SERVICE ORGANIZATIONS AND CONNECTICUT UNINSURED BANKS', to (1) change the definition of credit union service organization, (2) require Connecticut credit union service organizations to notify the of Banking Commissioner prior to the closing of such service organization, (3) allow the Banking Commissioner to require from an uninsured bank or a trust bank a fee in lieu of a certain assessment, and (4) modify the criteria for approving a proposed Connecticut bank.



S.B. No. 424 (RAISED) ENVIRONMENT. 'AN ACT AUTHORIZING BONDING FOR BIKEWAYS, GREENWAYS AND RECREATIONAL TRAILS', to authorize additional bonding for trails, greenways and bikeways.

S.B. No. 425 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING LED LIGHT POLLUTION IN THE STATE', to establish a preference for the purchase of yellow-tinted LED lights whenever state funds are used for the purchase of LED lights in order to minimize the health effects and glare from white LED lighting and to authorize municipalities to develop their own ordinances concerning light pollution.

S.B. No. 426 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING ABANDONED FISHING GEAR IN LONG ISLAND SOUND', to better address the problem of abandoned commercial fishing gear in Long Island Sound and allow for its removal and disposal.

S.B. No. 427 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING PUBLIC TRUST COMPONENTS OF THE STATE WATER PLAN', to provide that private drinking wells are not held in the public trust and therefore not subject to regulation by the state water plan.

S.B. No. 428 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING POST-CONSUMER CONTENT FOR PLASTIC BOTTLES SOLD IN CONNECTICUT', to require plastic beverage bottles sold in the state to contain twenty-five per cent post-consumer recycled content by 2025.

S.B. No. 429 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING THE PASSPORT TO THE PARKS', to enable the transfer of funds from the Passport to the Parks account and require special event fees at state parks to be based on the number of attendees and cover state costs related to such events.




S.B. No. 431 (RAISED) GENERAL LAW. 'AN ACT CONCERNING CHANGES TO PRESCRIPTION DRUG ABUSE STATUTES', to prohibit prescribers from prescribing controlled substances for themselves and their family members and to create mechanisms for the distribution of naloxone by certain nonprescribers.

S.B. No. 432 (RAISED) GENERAL LAW. 'AN ACT CONCERNING THE SALE OF ABANDONED OR UNUSED CEMETERY LOTS', to decrease the time limit for cemetery lot resales due to unpaid charges.

S.B. No. 440 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING COVERAGE OF PHARMACOGENOMICS TESTING UNDER THE HUSKY HEALTH PROGRAMS', to require Medicaid coverage without prior authorization for certain pharmacogenomics tests determined medically necessary by a treating primary care practitioner.


S.B. No. 441 (RAISED) COMMERCE. 'AN ACT CONCERNING AN INVENTORY OF THE STATE'S CYBERSECURITY JOB TRAINING PIPELINE', to require the Department of Economic and Community Development, in collaboration with Connecticut Innovations, Incorporated, the Department of Education, the Board of Regents for Higher Education and The University of Connecticut, to conduct an inventory of the educational resources available in the state to prepare students for careers in the cybersecurity field.

S.B. No. 442 (RAISED) COMMERCE. 'AN ACT CONCERNING THE DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT', to require the Commissioner of Economic and Community Development to conduct an overview of the department's economic development programs.

S.B. No. 443 (RAISED) COMMERCE. 'AN ACT CONCERNING BLOCKCHAIN TECHNOLOGY', to require the Department of Economic and Community Development to study blockchain technology.

S.B. No. 444 (RAISED) COMMERCE. 'AN ACT CONCERNING ADVANCED MANUFACTURING TRAINING AND THE CAPITAL NEEDS OF THE SUBMARINE INDUSTRY', to (1) provide funding for advanced manufacturing training programs administered by the regional workforce development boards; (2) make space available on the campus of Three Rivers Community College for plastics manufacturing training; and (3) require the Commissioner of Economic and Community Development to conduct a comprehensive review of the capital needs of the submarine industry every three years.

S.B. No. 445 (RAISED) COMMERCE. 'AN ACT CONCERNING AN ANALYSIS OF THE RECOMMENDATIONS OF THE COMMISSION ON FISCAL STABILITY AND ECONOMIC GROWTH', to require the Commissioner of Economic and Community Development to conduct an analysis of the recommendations made by the Commission on Fiscal Stability and Economic Growth.

S.B. No. 446 (RAISED) COMMERCE. 'AN ACT CONCERNING A STRATEGIC PLAN FOR THE BIOSCIENCE SECTOR IN CONNECTICUT', to require Connecticut Innovations, Incorporated and the Department of Economic and Community Development to develop a short and long-term strategic plan for the bioscience sector in Connecticut, along with a marketing and promotional plan to complement the strategic plan.

S.B. No. 447 (RAISED) COMMERCE. 'AN ACT CONCERNING FUNDING TO EXPEDITE THE COMPLETION OF BACKGROUND CHECKS FOR SCHOOL BUS DRIVERS', to provide a funding source to allow for the timely completion of background checks for school bus drivers.

S.B. No. 448 (RAISED) COMMERCE. 'AN ACT CONCERNING MANUFACTURING', to require the Commissioner of Economic and Community Development to study the needs of manufacturers in the state.


S.B. No. 449 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING THE DISPOSITION OF THE FORMER SEASIDE SANATORIUM FACILITY', to require the issuance of a request for information in order to learn what the highest and best use for the former Seaside Sanatorium facility is while preserving public access to the shoreline area of such property.


S.B. No. 450 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING MUNICIPAL VOLUNTEER SERVICES', to prohibit municipalities from entering into collective bargaining agreements that limit the ability of municipalities to permit volunteer services for the benefit of municipalities.


S.B. No. 451 (RAISED) EDUCATION. 'AN ACT CONCERNING THE MINIMUM BUDGET REQUIREMENT', to allow a board of education to reduce its budgeted appropriation for education in an amount equal to any reductions in its education cost sharing grant during the fiscal year ending June 30, 2018.

S.B. No. 452 (RAISED) EDUCATION. 'AN ACT CONCERNING THE INCLUSION OF HOLOCAUST AND GENOCIDE EDUCATION AND AWARENESS IN THE SOCIAL STUDIES CURRICULUM', to include Holocaust and genocide education awareness in the social studies curriculum for public schools.

S.B. No. 453 (RAISED) EDUCATION. 'AN ACT CONCERNING CLASSROOM SAFETY AND DISRUPTIVE BEHAVIOR', to include provisions relating to daily classroom safety in safe school climate plans, establish a student to school social worker ratio, and to require notification of incidents of violations of daily classroom safety.

S.B. No. 454 (RAISED) EDUCATION. 'AN ACT CONCERNING SCHOOL SECURITY', to require school districts to submit reports on fire drills and crisis response drills to the Department of Emergency Services and Public Protection and the Department of Education, to extend the school security infrastructure competitive grant program for an additional year, and to include notification of emergencies to schools and child care facilities in local emergency plans of operations.

S.B. No. 455 (RAISED) EDUCATION. 'AN ACT CONCERNING MINORITY TEACHER RECRUITMENT AND RETENTION', to require the Department of Education to take certain actions to recruit and retain minority teachers, amend its regulations relating to teacher certification, issue a provisional educator certificate to certain holders of charter school educator permits, develop a definition of educator effectiveness and issue an initial educator certificate to applicants who have passed a relevant examination or completed advanced coursework, and to revise the membership of the minority teacher recruitment and retention task force.

S.B. No. 456 (RAISED) EDUCATION. 'AN ACT CONCERNING ASSISTANCE TO SCHOOL DISTRICTS THAT ENROLL STUDENTS FROM PUERTO RICO WHO HAVE BEEN DISPLACED BY HURRICANE MARIA', to allow a school district to enter into a memorandum of understanding with other school districts for the purpose of educating and supporting displaced students from Puerto Rico.

S.B. No. 457 (RAISED) EDUCATION. 'AN ACT CONCERNING THE CREATION OF AN ALTERNATE ROUTE TO CERTIFICATION PROGRAM FOR SCHOOL SOCIAL WORKERS', to require the Department of Education to establish an alternate route to certification program for school social workers.

S.B. No. 458 (RAISED) EDUCATION. 'AN ACT CONCERNING VARIOUS REVISIONS AND ADDITIONS TO THE EDUCATION STATUTES', to make various revisions and additions to the education statutes.

S.B. No. 459 (RAISED) EDUCATION. 'AN ACT CONCERNING THE REGIONAL PROCESSING AND RETENTION OF FINGERPRINT RECORDS', to authorize regional educational service centers to arrange for or conduct fingerprinting and criminal history records checks and to retain those records for the purpose of assisting school districts in the hiring process of prospective employees.


S.B. No. 460 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT CONCERNING UNEMPLOYMENT COMPENSATION FOR SEASONAL EMPLOYEES', to require agricultural employers to participate in the unemployment compensation system only when agricultural employees satisfy the base wage threshold for at least two consecutive quarters in a calendar year or forty nonconsecutive weeks.

S.B. No. 461 (RAISED) LABOR AND PUBLIC EMPLOYEES. 'AN ACT OMITTING CERTAIN PAY FROM A STATE EMPLOYEE'S FINAL AVERAGE SALARY CALCULATION ON OR AFTER JULY 1, 2027', to omit overtime pay from a state employee's final average salary calculation on or after July 1, 2027.

'AN ACT CONCERNING DUAL ARRESTS AND THE TRAINING REQUIRED OF LAW ENFORCEMENT PERSONNEL WITH RESPECT TO DOMESTIC VIOLENCE', to reduce the number of dual arrests that occur in domestic violence cases and enhance domestic violence training offered to state and local law enforcement agencies.

S.B. No. 467 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE CUSTODY AND CONTROL OF A DECEDENT'S BODY', to clarify the responsibilities of funeral homes in situations involving a dispute concerning the custody and control of a decedent's body.

S.B. No. 468 (RAISED) JUDICIARY. 'AN ACT CONCERNING SERVICE OF CIVIL PROCESS ON A MOTOR VEHICLE OPERATOR OR THE OWNER OF A MOTOR VEHICLE', to permit service of civil process to be made on the Commissioner of Motor Vehicles in a matter involving (1) an unlicensed motor vehicle operator, or (2) a motor vehicle owner who has not registered the motor vehicle.

S.B. No. 469 (RAISED) JUDICIARY. 'AN ACT CONCERNING INFORMATION TO BE FURNISHED BY AN INSURANCE COMPANY RELATIVE TO FIRE LOSSES', to allow state and local law enforcement agencies to obtain insurance records from insurance companies to aid in the investigation of arson fires.

S.B. No. 470 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE UNAUTHORIZED PRACTICE OF ELDER LAW', to ensure that the practice of elder law in the state is limited to attorneys admitted to the bar in accordance with section 51-80 of the general statutes.

S.B. No. 471 (RAISED) JUDICIARY. 'AN ACT CONCERNING A MOTOR VEHICLE ACCIDENT REPORT FOR AN ACCIDENT IN WHICH A PERSON WAS KILLED', to provide that an investigation of an accident report completed with respect to a motor vehicle accident in which any person was killed shall reach a conclusion as to the cause of the accident, or be referred to the state's attorney who may refer the case to the State Police for further investigation.


S.B. No. 472 (RAISED) BANKING. 'AN ACT CONCERNING FEES FOR SECURITY FREEZES ON CREDIT REPORTS, NOTIFICATION OF A CONSUMER'S DECISION TO PLACE OR REMOVE A SECURITY FREEZE ON A CREDIT REPORT AND THE DURATION OF CERTAIN IDENTITY THEFT PREVENTION SERVICES REQUIRED AFTER A DATA BREACH', to (1) prohibit credit rating agencies from charging a fee to consumers to place or remove a security freeze from the consumer's account, (2) require credit rating agencies to notify other credit rating agencies of a consumer's request to place or remove a security freeze from such consumer's account, and (3) increase the amount of identity theft prevention or mitigation services provided after a security breach.

S.B. No. 473 (RAISED) BANKING. 'AN ACT CONCERNING THE DEPARTMENT OF BANKING', to make a minor change to a statute related to the Department of Banking.

S.B. No. 474 (RAISED) BANKING. 'AN ACT PROTECTING ELDERLY ADULTS FROM FINANCIAL EXPLOITATION', to (1) provide a mechanism by which broker-dealers and investment advisers may voluntarily report suspected cases of financial exploitation involving seniors and other vulnerable adults, and (2) authorize a temporary disbursement delay from securities-related accounts in suspected cases of financial exploitation.

S.B. No. 475 (RAISED) BANKING. 'AN ACT STUDYING THE EFFECT OF FEDERAL TAX REFORM ON HEDGE FUNDS AND INVESTMENT MANAGEMENT FIRMS IN THIS STATE', to study the effects of federal tax reform on hedge funds and investment management firms.
