H.B. No. 5428 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING IMPOSITION OF THE TOBACCO PRODUCTS TAX', to provide that a distributor that owns tangible personal property located on the premises of a fulfillment services center shall not be deemed to be a distributor for purposes of the tobacco products tax for cigars exported from this state.
H.B. No. 5429 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING THE DEPARTMENT OF REVENUE SERVICES' RECOMMENDATIONS FOR INCREASED PENALTIES FOR CERTAIN CIGARETTE AND TOBACCO TAX VIOLATIONS', to implement the Department of Revenue Services' recommendations for increased penalties for certain cigarette and tobacco tax violations.
H.B. No. 5430 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING TEACHERS' RETIREMENT SYSTEM CONTRIBUTIONS', to reduce the rate of members' regular contributions to the teachers' retirement system from seven per cent to six per cent and require a corresponding revised actuarial valuation.
H.B. No. 5431 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT INCREASING THE AGGREGATE AMOUNT OF TAX CREDITS FOR THE REHABILITATION OF HISTORIC STRUCTURES', to increase the aggregate amount of tax credits for the rehabilitation of historic structures.
H.B. No. 5432 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING A PROPOSED STATEMENT OF ESTIMATED REVENUE', to require, in odd-numbered years, that a proposed statement of estimated revenue be reported by the committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding prior to the reporting of certain appropriations bills by the committee of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies.

'AN ACT CONCERNING THE REGULATION OF CERTAIN SHORT- TERM RENTAL PROPERTIES', to require each municipality to adopt an ordinance or regulation concerning operators of certain short-term rental properties, and to require such operators to obtain a license.
H.B. No. 5435 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT AUTHORIZING BONDS OF THE STATE FOR SEWER AND ROADWAY UPGRADES FOR ALLEN STREET IN NEW BRITAIN', to issue bonds for sewer and roadway upgrades for Allen Street in New Britain.

S.B. No. 414 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT ESTABLISHING A TAX DEDUCTION FOR CONTRIBUTIONS TO A CITIZENS IN NEED ACCOUNT', to establish a citizens in need account to receive charitable contributions to assist residents of this state who have had their benefits from state social services programs administered by the Department of Social Services reduced due to state budgetary constraints, and to provide a state tax deduction at the rate of two hundred per cent of the amount contributed to said account.
S.B. No. 415 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING GRANTS FOR COMBINED SEWER PROJECTS', to increase the amount of a project grant for a combined sewer project from fifty per cent to not less than eighty per cent of the cost of the project.
S.B. No. 416 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING THE PAYMENT OF CERTAIN FILING FEES AND THE AFFECTED BUSINESS ENTITY TAX BY CERTAIN LIMITED LIABILITY COMPANIES', to exempt certain limited liability companies from certain filing fees and requirements and the affected business entity tax.
S.B. No. 417 (RAISED) FINANCE, REVENUE AND BONDING. 'AN ACT CONCERNING THE DEPARTMENT OF REVENUE SERVICES' RECOMMENDATIONS REGARDING STATE TAXATION AND COLLECTION', to implement the Department of Revenue Services' recommendations regarding state taxation and collection.
PLANNING AND DEVELOPMENT
S.B. No. 418 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT REQUIRING A TWO-THIRDS VOTE OF THE GENERAL ASSEMBLY TO CREATE OR ENLARGE MUNICIPAL MANDATES', to require a two-thirds vote of each house of the General Assembly to enact legislation that creates or enlarges a state mandate to local governments.
S.B. No. 419 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT INCREASING THE PROPERTY TAX ABATEMENT FOR VOLUNTEER FIREFIGHTERS AND OTHER FIRST RESPONDERS', to increase the property tax abatement for volunteer firefighters and other first responders.
S.B. No. 420 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT REPEALING THE COMMERCIAL SOLAR TAX EXEMPTION', to repeal a commercial solar tax exemption.
S.B. No. 421 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING MUNICIPAL BUDGET RESERVES FOR THE BIENNIUM ENDING JUNE 30, 2019', to revise municipal budget reserve language that was passed as part of the state budget for the biennium ending June 30, 2019.
S.B. No. 422 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING DEVELOPER INCENTIVES FOR THE REMEDIATION OF BROWNFIELDS', to provide tax incentives to developers for the remediation of brownfields.
S.B. No. 423 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT ELIMINATING THE MUNICIPAL SPENDING CAP', to eliminate the municipal spending cap.
