The House of Representatives was called to order at 12:15 o'clock p.m., Representative Morin of the 28th District in the Chair.
Prayer was offered by the guest Chaplain, Emily Luna of Manchester, Connecticut.

'AN ACT ESTABLISHING A TASK FORCE TO PROMOTE EFFICIENCIES IN THE FILING OF HABEAS CORPUS MATTERS', to establish a task force that shall examine methods by which the state can better evaluate an application for a writ of habeas corpus claim at the time of filing in order to reduce the number of frivolous applications filed.
H.B. No. 5408 (RAISED) JUDICIARY. 'AN ACT CONCERNING ACCESS TO ORIGINAL BIRTH RECORDS BY ADULT ADOPTED PERSONS', to allow an individual adopted prior to October 1, 1983, and his or her adult child or grandchild to obtain an uncertified copy of an original certificate of birth.
H.B. No. 5409 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE REGISTRATION OF SEXUAL OFFENDERS AND SEX TRAFFICKERS', to require persons who commit acts of sex trafficking to register as sexual offenders.
H.B. No. 5410 (RAISED) JUDICIARY. 'AN ACT CONCERNING ELECTION LITIGATION', to assign all election litigation to the superior court for the judicial district of Hartford.
H.B. No. 5411 (RAISED) JUDICIARY. 'AN ACT CONCERNING VERIFICATION OF A SEXUAL OFFENDER'S RESIDENCE ADDRESS', to ensure that a registered sexual offender has registered his or her actual residence address.
H.B. No. 5412 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE TIME FRAME FOR THE FILING OF AN ANNUAL REPORT BY A LIMITED LIABILITY COMPANY OR A FOREIGN LIMITED LIABILITY COMPANY', to allow additional time for a limited liability company or a foreign limited liability company to file its annual report.
H.B. No. 5413 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE ALVIN W. PENN RACIAL PROFILE PROHIBITION ACT', to amend the Alvin W. Penn Racial Profile Prohibition Act to authorize municipalities to require their police departments to provide a receipt to each operator of a motor vehicle involved in a traffic stop, regardless of whether a warning, citation or summons was issued or a custodial arrest was made.
H.B. No. 5414 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE JURY ADMINISTRATOR'S RETENTION OF DEMOGRAPHIC DATA RELATING TO JURORS', to require the Jury Administrator to retain accurate statistics on the race and ethnicity of jurors.
H.B. No. 5415 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING THE COLLECTION AND USAGE OF HEALTH CARE DATA', to require the Office of Health Strategy to inventory the health care data collected by said office and its usage of such data.
H.B. No. 5416 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING DECEPTIVE ADVERTISING PRACTICES OF LIMITED SERVICES PREGNANCY CENTERS', to prohibit deceptive advertising practices by limited services pregnancy centers.
H.B. No. 5417 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING END-OF-LIFE CARE', to allow a physician to dispense or prescribe medication at the request of a mentally competent patient that has a terminal illness that such patient may self-administer to bring about his or her death.
S.B. No. 396 (RAISED) JUDICIARY. 'AN ACT CONCERNING JUSTICES OF THE PEACE WHO MAY SERVE AS MARRIAGE OFFICIANTS', to allow the Secretary of the State to adopt rules for the appointment of a person to be a justice of the peace for a single joining of persons in marriage.
S.B. No. 397 (RAISED) JUDICIARY. 'AN ACT CONCERNING ADOPTION OF THE UNIFORM TRUST CODE, THE CONNECTICUT UNIFORM DIRECTED TRUST ACT AND THE CONNECTICUT QUALIFIED DISPOSITIONS IN TRUST ACT', to modernize Connecticut trust law in order to allow the state to remain economically competitive, create jobs and retain businesses in the state.
S.B. No. 398 (RAISED) JUDICIARY. 'AN ACT CONCERNING PENALTIES FOR FAILURE TO COMPLY WITH PROVISIONS GOVERNING THE USE OF STEP THERAPY FOR PRESCRIPTION DRUGS', to ensure compliance with statutory provisions governing the use of step therapy for prescription drugs.
S.B. No. 399 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE UNIFORM PROTECTED SERIES ACT', to adopt the Uniform Protected Series Act.
S.B. No. 400 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING GRADUATE FUNDING AND THE PROVISION OF SUPPORT AND SERVICES FOR PERSONS WITH INTELLECTUAL DISABILITY', to ensure the provision of quality services to persons with intellectual disability.
S.B. No. 401 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING THE USE OF AUTOMATIC EXTERNAL DEFIBRILLATORS', to protect physicians and other health care professionals who use automated external defibrillators in the scope of their practice or employment against civil liability when the automatic external defibrillator malfunctions.
S.B. No. 402 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING TRUTH IN ADVERTISING BY MEDICAL DOCTORS AND DOCTORS OF OSTEOPATHIC MEDICINE', to define "board certification" or "board certified" as used by medical doctors and doctors of osteopathic medicine.

S.B. No. 404 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING MANDATED REPORTERS', to add certain professions to the list of mandated reporters.
S.B. No. 405 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING LICENSURE OF PROFESSIONAL COUNSELOR ASSOCIATES', to require licensure of professional counselor associates.
S.B. No. 406 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING THE DEPARTMENT OF MENTAL HEALTH AND ADDICTION SERVICES, CONNECTICUT VALLEY HOSPITAL AND WHITING FORENSIC HOSPITAL', to ensure the safety of patients and clients served by the Department of Mental Health and Addiction Services, including Connecticut Valley Hospital and Whiting Forensic Hospital.
