H.B. No. 5253 (RAISED) HUMAN SERVICES. 'AN ACT EXPANDING ACCESS TO THE MONEY FOLLOWS THE PERSON DEMONSTRATION PROJECT AND REPEALING OBSOLETE STATUTES', to expand access to the Money Follows the Person demonstration project and repeal obsolete statutes.

H.B. No. 5254 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING CHILD SUPPORT COLLECTION FEES', to increase administration fees in accordance with federal law for state-administered child support collection.

H.B. No. 5255 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING THE AUTISM SPECTRUM DISORDER ADVISORY COUNCIL', to eliminate the planned termination of the Autism Spectrum Disorder Advisory Council.

H.B. No. 5256 (RAISED) HUMAN SERVICES. 'AN ACT REQUIRING THE DEPARTMENT OF SOCIAL SERVICES TO COLLECT AND MAINTAIN DATA CONCERNING THE TRANSPORTATION NEEDS OF MEDICAID RECIPIENTS', to ensure that the Department of Social Services collects and maintains data regarding the nonemergency transportation needs of Medicaid recipients.

H.B. No. 5257 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING REPORTS OF ABUSE OR NEGLECT OF PERSONS WITH INTELLECTUAL DISABILITY OR AUTISM SPECTRUM DISORDER', to reduce from seventy-two to twenty-four hours the amount of time a mandated reporter has to file a report of suspected abuse or neglect involving a person with intellectual disability or autism spectrum disorder.

JUDICIARY

H.B. No. 5258 (RAISED) JUDICIARY. 'AN ACT ADOPTING THE REVISED UNIFORM ARBITRATION ACT', to respond to the increased use of arbitration in resolving disputes and revise and modernize arbitration procedures by adopting the Revised Uniform Arbitration Act.

H.B. No. 5259 (RAISED) JUDICIARY. 'AN ACT CONCERNING CRIMINAL OFFENSES THAT DISQUALIFY AN INDIVIDUAL FROM OBTAINING EMPLOYMENT OR VOLUNTEERING AT A LONG-TERM CARE FACILITY', to redefine "disqualifying offense" to include specific criminal offenses.

GOVERNMENT ADMINISTRATION AND ELECTIONS

H.B. No. 5260 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT REQUIRING STATE CONTRACTORS TO ADOPT A NET NEUTRALITY POLICY', to require Internet service providers that are state contractors to adopt a net neutrality policy.

H.B. No. 5261 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING FEES CHARGED BY MUNICIPALITIES UNDER THE FREEDOM OF INFORMATION ACT', to clarify that agencies may charge a fee for electronic copies and to allow municipalities to charge a higher fee for requests for a public record for commercial purposes.

H.B. No. 5262 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE REPORTING OF THE TRIENNIAL AUDIT OF STATE CONTRACTING AGENCIES BY THE STATE CONTRACTING STANDARDS BOARD', to require the State Contracting Standards Board to submit its triennial audit report of state contracting agencies to certain legislative committees.

H.B. No. 5263 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT REQUIRING A PUBLICLY ACCESSIBLE LIST OF LEGISLATIVELY APPOINTED BOARDS, COMMISSIONS AND COUNCILS', to require the posting of a publicly accessible list of all boards, commissions or councils that have legislative appointments.

H.B. No. 5264 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT PERMITTING BUSINESSES TO SEEK AN OPINION OF THE ATTORNEY GENERAL REGARDING STATE AGENCY REGULATIONS', to require the attorney general to issue opinions when requested by businesses who have a dispute with a state agency regarding its regulations.

H.B. No. 5265 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE SET-ASIDE PROGRAMS FOR WOMEN-OWNED BUSINESS ENTERPRISES AND REQUIRING THE PROMPT PAYMENT OF CONTRACTORS', to shorten the time periods for required payment of general contractors and subcontractors on both public and private construction contracts and to create a separate category within the state municipal and quasi-public set-aside programs for women-owned businesses.

H.B. No. 5266 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT PERMITTING THE SUSPENSION OF ADMINISTRATIVE PENALTIES IMPOSED ON CERTAIN BUSINESS ENTITIES PURSUANT TO STATE AGENCY REGULATIONS', to permit businesses to remediate first-time regulatory violations without civil penalty if such remediation is done in a timely manner.

H.B. No. 5267 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE STATE CONTRACTING STANDARDS BOARD AND REQUIREMENTS FOR PRIVATIZATION CONTRACTS', to redefine "privatization contract" and "state contracting agency", modify the quorum requirement of the State Contracting Standards Board, impose additional requirements on proposed privatization contracts and require the Auditors of Public Accounts to issue compliance reports regarding staffing levels of the State Contracting Standards Board.

H.B. No. 5268 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE LEGISLATIVE COMMISSIONERS' RECOMMENDATIONS FOR MINOR AND TECHNICAL REVISIONS TO STATUTES CONCERNING GOVERNMENT ADMINISTRATION', to make minor and technical revisions to the statutes related to government administration.

H.B. No. 5269 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE DIVESTMENT OF STATE FUNDS INVESTED IN COMPANIES DOING BUSINESS IN VENEZUELA', to require the Treasurer to consider divesting state funds invested in companies doing business in Venezuela.

H.B. No. 5270 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT PROHIBITING BID SHOPPING', to prohibit bid shopping, to institute new requirements for the listing of subcontractor bids for state contracts and to require that any savings obtained by substituting a subcontractor be paid to the state.

H.B. No. 5271 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT REDEFINING "PUBLIC AGENCY" FOR PURPOSES OF THE FREEDOM OF INFORMATION ACT', to redefine "public agency" for purposes of the Freedom of Information Act to include certain organizations established by certain governmental entities.

S.B. No. 242 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING NOTICE OF REGULATORY, POLICY AND PROCEDURAL CHANGES FOR THE CONNECTICUT HOME-CARE PROGRAM FOR THE ELDERLY', to ensure that participants and providers receive adequate notice concerning regulatory, policy and procedural changes for the Connecticut Home-Care Program for the Elderly.

S.B. No. 243 (RAISED) HUMAN SERVICES. 'AN ACT CONCERNING AUDITS OF MEDICAL ASSISTANCE PROVIDERS', to clarify documentation requirements for audits of providers of medical assistance.

S.B. No. 244 (RAISED) HUMAN SERVICES. 'AN ACT REQUIRING BEHAVIOR ANALYSTS TO BE MANDATED REPORTERS OF SUSPECTED CHILD ABUSE AND NEGLECT', to require that behavior analysts become mandated reporters of suspected child abuse and neglect.

S.B. No. 245 (RAISED) HUMAN SERVICES. 'AN ACT AUTHORIZING THE DEPARTMENT OF SOCIAL SERVICES TO CONTRACT WITH OTHER STATES', to give statutory authorization to the Department of Social Services to enter into contracts with other states.

S.B. No. 246 (RAISED) HUMAN SERVICES. 'AN ACT LIMITING AUTO REFILLS OF PRESCRIPTION DRUGS COVERED UNDER THE MEDICAID PROGRAM', to prevent unnecessary costs and clinical outcomes associated with prescriptions that are unnecessarily automatically refilled.

JUDICIARY

S.B. No. 247 (RAISED) JUDICIARY. 'AN ACT CONCERNING PROBATE COURT OPERATIONS', to: (1) Make minor revisions to statutes governing certain Probate Court procedures, and (2) within available appropriations, provide eligibility for grants under the Kinship Fund and Grandparents and Relatives Respite Fund to certain nonrelative caregivers.

S.B. No. 248 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE CLAIMS AGAINST THE STATE OF PAUL DEMARIA', to permit Paul DeMaria to present his claims against the state to the Claims Commissioner for a hearing on the merits of such claim.

S.B. No. 249 (RAISED) JUDICIARY. 'AN ACT CONCERNING ADMINISTRATION OF THE HOME-CARE PROGRAM FOR THE ELDERLY BY THE DEPARTMENT OF SOCIAL SERVICES', to afford greater legal protections to persons who are adversely affected by criteria implemented by the Department of Social Services in administering the home-care program for the elderly.

GOVERNMENT ADMINISTRATION AND ELECTIONS

S.B. No. 250 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING SOLICITATION OF LEGISLATIVE CONTRACTS', to replace the requirement that the Joint Committee on Legislative Management post notice for certain contracts in at least three newspapers with a requirement for notice on the State Contracting Portal.

S.B. No. 251 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE STATE SET-ASIDE PROGRAM, ADVERTISING FOR STATE SPACE NEEDS, STATE CONSTRUCTION PROJECTS AND STATE INFORMATION AND TELECOMMUNICATION SYSTEMS', to redefine small contractor for purposes of the state set-aside program, to permit notice of state office space needs to be posted on the State Contracting Portal, to permit certain bid documents to be submitted after the bid, to permit construction managers at-risk to self-perform portions of a contract and to remove the requirement that the executive steering committee approve or disapprove of agencies' requests for variances from state-wide information technology standards.

S.B. No. 252 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT REQUIRING THE SALE OF THE FORMER SEASIDE REGIONAL CENTER', to require the Department of Energy and Environmental Protection to issue a request for proposals to sell the former Seaside Regional Center.

S.B. No. 253 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CREATING "TRICK OR TREAT DAY"', to create "Trick or Treat Day", to be observed the last Saturday in October of each year.

S.B. No. 254 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE MEMBERSHIP OF LEGISLATIVE WORKING GROUPS AND TASK FORCES', to require the proponent of any legislative working group or task force to be an active participant of such working group or task force.

S.B. No. 255 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE LEGISLATIVE COMMISSIONERS' RECOMMENDATIONS FOR MINOR REVISIONS TO STATUTES CONCERNING THE ADMINISTRATION OF GOVERNMENT', to make minor revisions to the statutes related to the administration of government.
