The amendment strikes the underlying bill, its associated fiscal impact, and requires the Department of Public Health (DPH) to establish: (1) a maternal mortality review program to review medical records and other data related to maternal death cases, and (2) a maternal mortality review committee within the agency. The amendment is anticipated to result in a cost to the state depending on the scope of the program DPH establishes, and the number of multidisciplinary reviews completed by the committee.
Prior to FY 18, DPH had a Maternal Mortality Review account, which was appropriated General Fund dollars ranging from $19,000 to $104,000.1

1 The FY 14 and FY 15 Biennial Budget provided $19,000 in each fiscal year to DPH's Maternal Mortality Review account to support chart review of mothers that died in childbirth. The FY 15 Revised Budget increased this funding by $85,000 for total FY 15 funding of $104,000. Pursuant to the FY 16 and FY 17 Biennial Budget, all but $1,000 remained for the Maternal Mortality Review account. The FY 17 Revised Budget reduced this to $1, which was eliminated in the FY 18 and FY 19 Biennial Budget.
