The amendment removes a provision that requires the Public Utilities Regulatory Authority (PURA) to establish the period of time that will be used to calculate the net amount of energy produced by a facility that is not consumed. This eliminates potential costs identified in the underlying fiscal note to PURA and the Office of Consumer Counsel of up to $100,000 in FY 19 or FY 20 for consultants.

The amendment also alters programs for residential customers. As such, these provisions are not anticipated to result in a fiscal impact to the state or municipalities as ratepayers.
