Explanation

The amendment results in a total revenue loss to the higher education constituent units of approximately $122.1 million in FY 19, and no revenue loss in FY 20, as Section 1 requires the constituent units to reduce tuition in FY 19 by the per-student institutional need-based financial aid amount granted in FY 18. This requirement results in a revenue loss in FY 19 equal to the total institutional need-based aid distributed in FY 18. This estimate is based on data from FY 17, the most recent data available, in which institutional need-based aid totaled: (1) $67,019,521 for UConn; (2) $37,530,714 among the four state universities; and (3) $17,550,824 among the twelve community colleges.

Sections 2 through 4, which eliminate the requirement that each constituent unit set aside a certain amount of tuition revenues for institutional need-based aid, result in no fiscal impact to the constituent units.

Section 5 has no fiscal impact to the constituent units as it contains a conforming change.
