OFA Fiscal Note
The amendment results in a minimal cost to the higher education constituent units. The amendment, which strikes the underlying bill, allows each constituent unit to open institutional financial aid to certain students without legal immigration status upon an affirmative vote of each constituent unit's study body. It is anticipated such a vote will cost less than $1,000 at each college or university, for a cost in FY 19 to the Board of Regents of Higher Education of less than $16,000 ($12,000 for the community colleges and $4,000 for the state universities), and a cost to UConn of less than $1,000.
