Explanation

The amendment strikes the underlying bill and makes numerous changes to the Citizen's Election Program (CEP).

The amendment makes reductions to various CEP grants, generating savings to the Citizens' Election Fund (CEF) of approximately $17,000,000 during the November 2018 election cycle. These savings are based on historical participations rates in the 2016 and 2014 election cycle which are not exact predictors for the upcoming election cycle.  Dramatic changes to participation rates affect this estimate.   

Additionally, the amendment eliminates unopposed candidate grants. During the 2016 elections, unopposed grants disbursed totaled approximately $100,000.

The amendment also requires that if Consumer Price Index (CPI) adjustments to candidate grants results in an increase in grant amounts, the increase must be credited to the General Fund (GF) resulting in a revenue gain to the GF. The amount of the revenue gain is uncertain as CPI calculations are not performed until numbers are released from the Bureau of Labor Statistics.
