The amendment results in: (1) initial costs to the Department of Agriculture (DoAg) associated with the land purchase from a private third-party; (2) an offsetting revenue gain to DoAg and costs municipalities associated with the sale of the land from the agency to municipalities (or nonprofit). Lastly, (3) the amendment results in a revenue gain to municipalities (or nonprofits) and costs to DoAg associated with the sale of development rights from municipalities (or nonprofits) to DoAg, which could potentially be mitigated by federal reimbursement.

The amendment contains other provisions which are not anticipated to result in a fiscal impact.
