Substitute House Bill No. 5326

The Committee on Appropriations reported through REP. WALKER of the 93rd Dist., Chairperson of the Committee on the part of the House, that the substitute bill ought to pass.

AN ACT CONCERNING MEDICAID FUNDING.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Commissioner of Social Services shall review current state funding for Medicaid, including funding for the Medicare Savings Program, to determine whether such funding is the most cost-efficient, equitable and effective means of funding Medicaid. In conducting said review, the commissioner may consult with such representatives of other state agencies as the commissioner deems necessary. On or before October 1, 2018, the commissioner shall submit, in accordance with the provisions of section 11-4a of the general statutes, the results of the review to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and human services. The results shall include recommendations for revisions to state funding for Medicaid and any legislation necessary to implement such revisions.

This act shall take effect as follows and shall amend the following sections:

The bill does not result in a cost to the Department of Social Services to review the Medicaid program and funding to provide recommendations in accordance with the provisions of the bill as the agency currently has the expertise to do so.

AN ACT CONCERNING MEDICAID FUNDING.

SUMMARY:

The bill requires the Commissioner of the Department of Social Services (DSS) to review current state funding for Medicaid, including the Medicare Savings Program, to determine if funding is efficient, cost-effective and equitable.

The bill requires DSS to submit to the General Assembly the results of the review, including recommendations for revisions to state funding for Medicaid and any legislation necessary to implement the revisions.
