AN ACT OMITTING CERTAIN PAY FROM A STATE EMPLOYEE'S FINAL AVERAGE SALARY CALCULATION ON OR AFTER JULY 1, 2027.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage) (a) Notwithstanding any provision of the general statutes, for officers and employees of the executive branch, the constituent units of higher education, the Board of Regents for Higher Education, officers and employees of the Judicial Department and employees of the legislative branch who retire on or after July 1, 2027, regardless of their date of hire, payments for overtime worked shall be excluded from the determination of retirement income.

(b) On and after July 1, 2027, the inclusion of payments for overtime worked in the determination of retirement income for which state employees who are members of the state employees retirement system are eligible shall not be subject to collective bargaining negotiations.


This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To omit overtime pay from a state employee's final average salary calculation on or after July 1, 2027.
